October 20, 2021 PB Regular Meeting minutes

 

 

The October 20, 2021 meeting of the Point Pleasant Beach Planning Board opened at 7:00 pm.  The Clerk read the notice of compliance with the “Open Public Meetings Act.  Present were Board members: Chairman Ritchings, Vice chair Paesano, Mr. Calderone, Mr. Cavagnaro, Vice-Chair Bixby, Mr. Woolley, Mr. Gant and Secretary/clerk Mills

Absent: Councilman Migut and Mayor Kanitra

Also, in attendance – Bill White, interim Board engineer and Dennis Galvin, Esq.

Motion by Mr. Cavagnaro, second by Mr. Calderone to memorialize the minutes of June 16, 2021

In favor:  Ritchings, Paesano, Calderone, Cavagnaro and Mills

Opposed:  None

 

Motion by Vice-chair Bixby, second by Mr. Cavagnaro to approve the 2022 meeting dates.

 

In favor: Chairman Ritchings, Vice chair Paesano, Mr. Calderone, Mr. Cavagnaro, Vice-Chair Bixby, Mr. Woolley, Mr. Gant and Secretary/clerk Mills

Opposed:  None

                                                        ORINANCE 2021-31

            AN ORDINANCE OF THE BOROUGH OF POINT PLEASANT BEACH, COUNTY OF OCEAN, STATE OF NEW JERSEY, AMENDING CHAPTER XIX, ENTITLED” DEVELOPMENT,” SECTION 11, ENTITLED, “GENERAL PROVISIONS, “SUBSECTION 4, ENTITLED “FENCES, WALLS AND SIGHT TRIANGLES” TO PERMIT SIX-FOOT-HIGH FENCES IN SIDE YARDS IF THE SIDE YARD IS 10 FEET OR GREATER IN DEPTH.  

Vice-chair voiced his concern about the interior lots running a 6-foot fence down the side of the home.  Inquired the reasoning.  Needs clarification.

 

Bill White stated there are a number of applications requesting higher fencing. Vice-Chair Paesano could understand it on a corner lot if the side-yard is their open space.

 

Mr. Gant believes that it has to be 10-feet off the property line. (Ordinance not clear)

 

The Board does not believe that a 6-foot fence is necessary past the rear of the home.

 

Board attorney will draft the specific concerns of the board to be submitted to Mayor and Council with vote.

 

The Board needs clarification. The board has safety concerns with 6-foot fences running down the property line.

 

Motion by Vice-chair Paesano to not support and recommend, second by Mr. Cavagnaro. The Board feels it does not support the Master Plan.
