November 6, 2019 PB Regular Meeting minutes
 
The November 6, 2019 meeting of the Point Pleasant Beach Planning Board opened at 7:00 pm.  The Clerk read the notice of compliance with the "Open Public Meetings Act.  Present were Board members: Mr. Tighe, Vice Chair Russell, Chairman Ammirata, Mr. Babbini and Mr. Bixby

Absent:  Mr. Ritchings, Mr. Gant, Councilman Migut and Ms. Villani
 
Motion by Mr. Tighe, second by Mr. Bixby to memorialize the minutes of   October 2, 2019

Motion by Mr. Bixby, second by Mr. Babbini to memorialize the Administrative amendment request for resolution #2018-408 – Sarapochillo – 212 Channel Drive – Requesting to amend resolution to replace temporary plastic roll up windows with temporary hurricane proof glass windows.

Application #2019-411 – Cassie Childers Trust – 809 Trenton Avenue – Block 91.03; Lot 1 – Applicant requesting to sub-divide 1 lot into three lots.
 
Jillian McLeer, attorney for applicant.   Exhibit A-3 entered – Power Point presentation. 
 
Jillian McLeer reviewed application and variances requested (subdivide existing lot into three lots which will eliminate an existing “D” variance along with some bulk variances).   Requesting bulk variances for setbacks. 
 
Ray Carpenter, Professional Engineer/Planner, sworn, credentials accepted.  Ray Carpenter reviewed engineers’ letter.   The three lots will have required square footage but will be irregular with one corner lot.   All three lots require a variance for lot depth.   Multi-family dwelling will be removed; all homes will be accessed from Trenton Court. Ray Carpenter stated that density is being reduced.  Ray Carpenter does not believe that it is a good idea to put sidewalks on Trenton Court. Ray Savacool requests that the applicant increases the county site line right across the lot to improve the visual on the Trenton Avenue curve for safety.  Applicant agreed to this condition.
 
Audience Questions /Comments
 
 
Irene Conti – West Laurel Avenue – site triangle was a concern – it is tricky getting out of Trenton Court. Concerned about the parking and congestion. If you put three houses here it will increase the parking on the street.  Very difficult to have driveway cuts – we will be losing parking – would like the board to consider two homes.  Ray Carpenter does not believe there will be parking on the street.
 
Joan Kordell, 216 Trenton Court, sworn – Is concerned about the impact on Trenton Court. When you put up three new homes people will park on the street.  No one wants to move around cars so one parks in the driveway and the rest park on the street.  Most homes have 3 cars minimum.   Another concern is that it is a county road and it is very busy.  Cramer is a one-way street and we are near a high school; it is a tremendous amount of traffic and the site triangle is very important.  West Laurel is a two-way street and it is only 14 feet wide – only one car can come through at a time.  We now have big SUV’s and West Laurel and Trenton Court are all built up and we have a number of munchkins playing on the street with cars speeding off of Trenton Avenue. The summer people think that Trenton court goes through to Arnold.  People are already jockeying around cars to park; believes that two houses are plenty. Already a dangerous situation.  
 
Andrew Penrod, sworn – 817 Trenton Avenue – Appreciates the board increasing the site triangle – only concern is parking. Does not have a driveway – concerned the cars will back out into his car. 
 
John Bezerra – 400 Niblick Street, sworn – Inquired if a variance is required for size of lots – yes for lot depth.  Mom lives on corner of Cramer and West Laurel and commented on how congested Trenton Court is.  Worried about safety – his children have almost been hit a couple times. 
 
Jennifer Penrod – 817 Trenton Avenue, sworn – Questioned if building is demolished who will be responsible to maintain the property until it is sold. (Applicant)Thinks it will be nice to have new homes – the current property has been very transient.
 
Krago Conti, West Laurel Avenue, sworn – Requested that no one has a six-foot fence on corner because there are children coming from school – we need to have visibility.  Ray Savacool stated that the applicant has agrees to a site triangle easement in perpetuity.

Conditions
 

  1. Each dwelling shall have a separate sewer and water service, and the Applicant agrees that any and all sanitary sewer and water service arrangements made for each single-family dwelling are subject to the review and approval of the Borough’s Department of Public Works and Plumbing Official.  

 

  1. The Applicant shall provide a 30 ft. by 100 ft. sight triangle easement in conformance with Ocean County and NJDOT standards at the southeast corner of Lot 1.01 on Trenton Court and Trenton Avenue.  The Applicant shall also provide an additional sight triangle easement on the southwest corner of Lot 1.01 in order to preserve the sight line along the S-curve on Trenton Avenue.  This additional sight triangle easement shall hold the 25 ft. setback line and the triangle shall begin from that point, creating a 25 ft. by 100 ft. sight triangle easement on the southwest corner of Lot 1.01.

 

  1. The Applicant shall obtain certification from the Borough’s Tax Assessor that all taxes, municipal assessments and penalties are paid to date. The Applicant shall also provide a letter from the Tax Assessor approving the proposed lot numbers and street addresses.

 

  1. Monuments shall be installed prior to filing the subdivision map or an appropriate bond shall be posted with the Borough Clerk for same.
