March 10, 2020 PB Regular Meeting minutes

 

 

The March 10, 2020 meeting of the Point Pleasant Beach Planning Board opened at 7:00 pm.  The Clerk read the notice of compliance with the “Open Public Meetings Act.  Present were Board members: Chairman Ritchings, Mr. Woolley, Mayor Kanitra, Mr. Bixby, Vice chair Paesano, Councilman Migut, Mr. Calderone, Mr. Cavagnaro and Mrs. Mills

 

Motion by Councilman Migut, second by Mr. Bixby to memorialize the minutes Feb. 11, 2020

 

In favor: Bixby, Cavagnaro, Kanitra, Migut, Woolley, Paesano, Calderone, Woolley and Mills

 

Opposed:  None

 

 

 

 Anthony Bartone, owner of The Ark Restaurant, sworn, appeared before the board to testify that at no time did, he tell Dominick Butta that he or his patrons may utilize his parking. There is no shared parking.  He wanted to clarify this point and would like any reference of the Ark providing parking removed from the resolution. He believes that Dominick Butta mislead the Board. 

 

Chairman Ritchings stated that he believes the board did not make their decision based on the applicant’s testimony in reference to having shared parking – the board knew the applicant would depend on street parking . Mayor Kanitra clarified that at the end of the meeting he stated that he specifically stated that his decision was based on that the fact that the applicant had no parking and the business would be utilizing on street parking and that any future uses would need to come back before the board.  The Board attorney noted that any reference to the Ark will be removed from the resolution. Mayor Kanitra clarified that with 50% of the building being dedicated to warehouse space it will lessen the intensity of the building parking requirement.

 

John Mele, board engineer, reviewed how it reduces the parking requirement and commented that we are going in the right direction. Mr. Woolley commented that the building was constructed prior to the homes on East/West Street.   

 

 

 

           

 Motion by Councilman Migut, second by Mr. Bixby to Memorialize of Application – 2019-412 of Dominick Butta – 403 – 405 Sea Avenue – Block – 178.02; lot 14 -The applicant proposes to split the space into two separate retail spaces.      

           

In favor:  Bixby, Kanitra, Migut, Calderone and Woolley

               

Opposed:  None
