April 3, 2019 PB Regular Meeting minutes
The April 3, 2019 meeting of the Point Pleasant Beach Planning Board opened at 7:00 pm. The Clerk read the notice of compliance with the "Open Public Meetings Act. Present were Board members: Mr. Ritchings, Mr. Tighe, Chairman Ammirata, Vice Chair Russell, Councilman Migut, Mr. Babbini, Mr. Gant and Ms. Villani
Absent: Mr. Bixby

Motion by Mr. Ritchings, second by Mr. Tighe to memorialize the minutes of January 3, 2019

Extension of Resolution #2015-380 – John/Amelchenko – 329 River Avenue – sub-division -Engineer never perfected sub-division.

Application #2018-407 – Evelyn E. Matouk Irrevocable Trust (David Hartdorn) – 336 River Avenue – Lot 7.01 & 7.02 – Applicant wishes to sub-divide lot and build FEMA compliant single-family dwelling.
John Jackson, attorney for applicant, reviewed application, commented that the family has owned the property for 5 generations. They are looking to sub-divide the River Avenue lot from the Richmond Avenue lot and believe that it is appropriate for the neighborhood.

David Hartdorn is an architect and has put his heart in this home and plans to live there. Building coverage variance and rear yard setback variance is needed as well as variance for both lots being undersized once sub-divided.
Davis Hartdorn, applicant, sworn, explained the design of his house. Feels this design is timeless. Land has been in family since 1882. The model will be built on the vacant piece – I have always loved this lot. Described proposed house and street scape. He had a few different ideas for the lot – decided to eliminate the basement – will do a heated floor system – will have a slab design – likes the idea of a parapet wall around the roof deck that will be accessed from middle of house. He realized it was turning into a passive solar house – mechanicals will be located in the garage. Three foot over hang will help with the appearance of the massing of the house. Believes the house fits in with the scale of the neighborhood – house is smaller and more compact. Windows located east and west to catch sunrise and sunset. People on roof top deck will be visible if standing near the parapet – otherwise not visible. Sandstone will be on entire base of house. David Hartdorn believes it provides adequate light and air; promotes good use of resources. Chairman Ammirata questioned if the property is in a flood zone. (No) Carolyn Villani questioned if the liters and gutters are contained in the walls. (Yes) David Hartdorn stated that the drainage is in the wall system right into the ground – you won’t see anything. Dennis Galvin stated that he has never seen anything like this in Point Pleasant Beach but has seen it in Hoboken and stated that in Hoboken he gets a deed restriction to maintain the vegetation on the roof. Mr. Ritchings stated he doesn’t understand why it would have to be deed restricted – he likes planting and potting’s but if someone wants to sit there and read and have company that is OK – it is not proposed as a green roof. David Hartdorn stated that 30% will be used for plantings. Mr. Ritchings said they are approving a deck and he personally doesn’t’ care if he has chairs or a birdbath.

Richard Centrello, owns house next door, neighbor stated that it is a beautiful home but questioned use of third floor – will the top deck be used for entertainment? David Hartdorn stated the grill will be in the yard on the patio not on the roof. Lounge chairs will be located on roof for entertainment and enjoyment. David Hartdorn stated that top of the parapet is 23.6 feet in height – not real high.
Louise Stillufsen, 331 River Avenue – Wanted to point out we have development where all the trees are removed and would like to know if any are being planted. David Hartdorn hopes to keep the old cedar trees – have to see how they fit with the “K” turn driveway – If not he will replace the trees. Mr. Ritchings referenced the shade tree ordinance about the removal of street trees.
Jeffrey Carr, Professional Engineer/Planner, credentials accepted, reviewed the plan and Ray Savacool’s, board engineer review letter. Stated lot is irregular – 50 feet by 88.1 feet on Richmond side. Setbacks will be conforming on front and side yard setback – rear setback will be a variance of 18.2 feet, believes it is consistent with the area approximately 80% of the block. Lots will be 4266/4257 sf and he believes this is a better zoning alternative.

Councilman Migut – I think it is a god development plan and I think it brings a very new and exciting architecture to the town. It brings passive energy usage – a nice touch for the age – I think the variances are minor and consistent with other existing variances in the neighborhood and will not be a detriment to the neighborhood, Master Plan or Public good and for that reason will be in favor of the sub-division.
Mr. Ritchings – I think tonight we heard how much care and planning went into the design of the dwelling and to the design of the overall property – I am impressed by what went into it and that there is a lot of landscaping introduced into it. I appreciate the board attorney’s insight from his history of dealing with similar projects with roof top decks. They are not common here in Point Pleasant Beach but I have seen more of them, particularly closer to the water – some of the newer homes are taking advantage of the views. Good application and excited to see what’s done with this property.
