May 23, 2007 Minutes
Sunshine Law/ Roll Call (7:00pm) – Present Anne Lightburn, Tom Spader, Pete Ritchings, Ed Shiricio. Absent Autenrieth, Crowley & Mercuro. Non-members present Councilman DiCicco and Ben Dispoto.

Reports of Officers
· Chairman – Welcome to new alternate member Ed Sirchio
· Treasurer – absent

Committee Task Force and Project Status Reports
· Council status report (Mike DiCicco) – Council is taking steps to protect trees from unnecessary removal on borough property. Council adopted a resolution to prohibit public works from cutting down trees without oversight. Council will introduce at its June meeting Ordinance 3-24 to require residents to provide documentation on the health and/or safety issues before a tree removal permit is issued. Ordinance 3-24 will also strengthen existing tree replacement requirements. Borough engineers looking into alternative technologies to remediate outfall pipe pollution. Council has bonded $100K for lake study and rehabilitation of lake of the Lillies. Appeal for dredging Lake Louise still in process.
· Recycling Task Force – Ben Dispoto reported meeting with Bob Meany and Christine Riehl to review trash and recycling receptacle locations for Arnold Avenue. Cue to funding issues, task force recommending a maximum of $350/receptacle
· Open Space – Council conducted a public hearing and adopted a resolution to apply for Green Acres funding through its Planning Incentive Program.
· Shade Tree Committee – Mike reported that committee is reviewing other municipality tree ordinances and will making recommendation on tree removal on borough and hopefully private property.
· Planning Board – April meeting cancelled – no update.
Old/Unfinished Business – Status Reports
· Osprey platform project – Pete Ritchings will be moving out on this project to install one platform on Gull Island. Will reach out to High school clubs for volunteers.
· Spring Clean- May 12 – four volunteers cleaned areas around lake of the Lillies and Pleasure Park. Pete Ritchings recommended repeating event next year earlier in the spring. As follow-up to decrease litter, Councilman DiCicco will look into the open barrel situation on the boardwalk.
· Anne thanked Pete for an outstanding review of the lake consultant proposals. Council selection due shortly.
· To expedite pet waste station installation, Anne will provide maps designating specific sites for Councilman DiCicco to pursue.
New Business
· Resolution from borough lawyer on use of easement at northern end of b boardwalk pending before discussion of dune project.
· Ed Sirchio reported on CRAB Beach clean-up event scheduled for August 4th
