Point Pleasant Beach Council Meeting Minutes
 
            Mayor Reid called the meeting to order at 7:01PM. Present were Councilmen Vogel, Cortes, Kanitra, Toohey, Migut and Santanello. The Municipal Clerk read the notice indicating compliance with the Open Public Meetings Act: “Adequate notice of the time and place of this meeting was given under the provisions of the Open Public Meetings Act and was posted and sent to the officially designated newspapers in compliance with the law.”  
 
            Municipal Clerk read the Resolution for Executive Session: “Whereas, Section 8 of the Open Public Meetings Act permits the exclusion of the public from a meeting in certain circumstances; and whereas, this governing body is of the opinion that such circumstances presently exist, now, therefore, be it resolved by the Mayor and Council of the Borough of Point Pleasant Beach, County of Ocean and State of NJ, as follows: the public shall be excluded from discussions concerning the hereinafter specified subject matter; the general nature of the subject matter discussed is as follows: legal advice on mercantile licenses. It is anticipated that the subject matter discussed may be made public upon its conclusion or final disposition.” Motion by Councilman Migut to enter Executive Session was seconded by Councilman Santanello and carried by roll call vote. The Governing Body reserves its right to amend and supplement the purposes of executive session by motion at the public meeting.

            Mayor Reid called the meeting to order at 7:32PM. Present were Councilmen Vogel, Cortes, Kanitra, Toohey, Migut and Santanello. DEPARTMENT HEAD MEMOS/DISCUSSION:
 
            Councilman Cortes: addressed ZO Petrillo’s memo regarding the request for a 12’ curb cut at 310 Trenton Avenue – will shift a space and lose one – agrees with approval – ADDED AS ITEM 2K.
            Councilman Kanitra: Erin Lannon, Energy Efficiency Fellow worked on the Clean Energy Direct Install program, so PPB would qualify for significant incentives – BA/CFO Riehl gave her the needed information on lights, boilers, etc. and DPW Super. Trout discussed things he needs to replace in the next 1-2 years – been broken down into 3 properties (BA/CFO Riehl: Borough Hall, Water Dept. and DPW – lighting, A/C and gas heat, boiler, water heater) will pay for itself, in terms of Borough expenses, in 1-10 years – can save more than 50% of what the Borough would pay anyway – would be a zero-interest loan (BA/CFO Riehl: Borough portion would be Borough money, run through monthly gas bill – if scope is accepted, can sign agreement and include in next year’s operating budget – not bound to move forward – did this in 2011 – Borough would be responsible for $61K, much of which would have been in DPW budget requests – would have a grant receivable and local match) that doesn’t include cost savings on the energy efficiencies per month.
            Motion by Councilman Kanitra to add acceptance of scope of work for Direct Install Program as item 2l was seconded by Councilman Migut and carried by roll call vote.

            Engineer Savacool: was asked by Councilman Kanitra to speak about several grants submitted in the last month – teamed up with Bay Head and Point Pleasant on NJ Resiliency Grant for construction money – applied for Barnegat Bay Water Quality Grant for Lake of the Lillies improvements and map of the storm water system, DOT Transportation Alternatives Program (TAP) and Safe Routes to School Program (SRTS) – met regarding TAP and SRTS and ways to slow down Broadway (would need County endorsement) – applied for TAP to install curb bump outs – County awarded a contract to Earle for Broadway repaving, installation of handicap ramps and crosswalk striping – to move forward with TAP funding on Broadway, as deadline is approaching, would have to request the County not proceed with their project – doesn’t feel comfortable doing that (Mayor Reid: Council should look at anything being done to Broadway – a big issue and a fairway to enter and exit; Councilman Kanitra: have an opportunity with SRTS to mitigate problems on higher-speed roads – deadline is in 3 weeks – need to know what Council wants done on Broadway, Chicago and St. Louis – asked Engineer Savacool to come with ideas so Council could give him direction for SRTS; Councilman Toohey: appreciates the enthusiasm, but doesn't want to be pressed on something that could impact the entire community; Councilman Kanitra: just want high level input – don’t have to accept funding – Engineer Savacool believes an @$500K application would be needed to be viable – in desperate need of crosswalk painting and ramps on County roads – there is not one huge pedestrian safety conduit to anchor the application; Mayor Reid: would like ideas on paper to talk about at next meeting; Councilman Cortes: asked about lost parking spots on Broadway) would not lose spots – SRTS looks for $350K+ applications – many are $1M+ for new traffic lights, etc. – doesn’t know that he has $400K+ worth of work (BA/CFO Riehl: one grant stipulation is that County sign off – asked if there has been cooperation) spoke to Deputy Engineer Ernst – doesn’t support road diet on Broadway, as its purpose is to move traffic – 20,000 cars/weekday – doesn't support bump outs because they cause plowing and drainage issues – could suggest including crosswalk work on Chicago and Boston in the County’s Broadway reconstruction project (Councilman Cortes: asked if bump outs slow vehicles) they provide safer pedestrian viewing (Attorney Riordan: asked Engineer Savacool if the Earle contract can be cancelled to allow PPB to apply) doesn't know (Councilman Kanitra: in a unique position with SRTS with 2 elementary schools within a sq. mile – now is the opportunity to do something about traffic on St. Louis and Chicago – have 3 weeks to conceptualize something before the roads are paved – maybe a blinking light on Broadway and St. Louis – plenty of other ideas could be viable, rather than leaving money on the table; Councilman Vogel: had talked about flashing stop signs, etc., to increase pedestrian safety) that's a relatively low-cost item – municipal aid is coming up for sidewalks (Councilman Vogel: he will meet with Engineer Savacool to discuss ideas).
 
COMMITTEE REPORTS:
 
            Councilman Vogel: NJDOT/NJ Transit meeting was moved to October – should include the County, as issues are being pushed to County Roads – would be nice to have all stakeholders there (BA/CFO Riehl: their e-mail indicated late September/early October – will follow up with another request) week of the 7th is no good; concluded Summer Concert Series – great series with great bands and young performers – thanked Mike Corona and sponsors; “Budget Traveler” listed PPB as the #10 Coolest Small Town in America; Shade Tree has been working on educating tree trimming companies on care, rules and regulations, and encouraging participation in the Big Beautiful Tree Program; Seafood Festival is September 15th, 10AM-7PM, with new vendors and entertainment; Beachopoly game will be on sale starting Friday at the Chamber and at the festival.
 
            Councilman Cortes: gentleman spoke about bike safety at the last meeting – were 2 recent accidents in Pt. Pleasant – would like education and Spanish flyers at the schools – asked Chief Michigan to coordinate with the Board of Ed (Mayor Reid: would like the hoedown brought back; Chief Michigan: something he has been looking into); recognized September employee anniversaries – Chris Riehl 33 years, Frank Graziano 6, Chris Macomber 9, Joe Michigan 23, Bill Ippolito 23, Mike Gardner 19, Stephen Roe 6; thanked BA/CFO Riehl and DPW Super. Trout for filling the pothole next to Valentine House; County has started on Broadway Bridge with one lane closed and an underwater construction team; NJ DOT and NJNG are working on Rte. 35; water tank removal is on the agenda; Trenton Ave. railing is on the agenda; spoke to the Ocean County Engineer – light at Arnold and Ocean sequence has been changed – looking to extend the automatic cycles from Memorial Day to Labor Day next year – would like another cross walk at Trenton; asked that DPW Super. Trout look into waste bags at dog stations; cigarette urns are broken – might need a second one at Central Ave; JCP&L is scheduled to do parking lot lights on the 6th; Loughran’s Point is underway.
           
            Councilman Kanitra: spoke about this weekend’s bonfire on the Maryland Ave Beach – will be a great band – free s’mores and pizza; Arts Committee has an event on September 26th, with music, at Last Wave Brewery – conceptualizing a bike-in movie in the NJ Transit lot with popcorn, etc. (Councilman Vogel stepped out briefly); on behalf of the Environmental Commission, thanked Jenkinson’s for recycling containers, etc.; Green Team is submitting application on September 1st – invited Mayor to Sustainable Jersey luncheon at the NJLM conference – optimistic that PPB will be getting Bronze certification; on the 6th, JCP&L will install high-density LED lights – alerted them how many times they've scheduled and not shown up – he, Engineer Savacool, JCP&L and Earle met on-site about Parkway – asked JCP&L to hire a contractor to trench the area, fix the faults and repave it – Earle needs to make it right, so the lights can get back on (Attorney Riordan: recommended that an expert examine the situation prior to trenching and repair to prove what took place; Engineer Savacool is aware the contractor made contact with lighting wires; Attorney Riordan: asked Engineer Savacool to get everything he needs to testify in court) if it does go to court, can show negative prior experience.
           
            Councilman Toohey: asked about the completion date of Loughran’s Point (BA/CFO Riehl:  November); are way down on revenue to-date – he and BA/CFO Riehl even aimed low – just something to keep in mind (BA/CFO Riehl: doesn’t include August); NJ Monthly named PPBHS #52 in NJ; asked BA/CFO Riehl to follow up with Dr. Savage on the contract, so Police can be out in force (BA/CFO Riehl: was told it’s in attorney review – will follow up).
 
            Councilman Migut: there is no Planning Board meeting in September (Councilman Toohey: stepped out briefly); will be a Floodplain Management Committee meeting this month; thanked BA/CFO Riehl, Chief Michigan and DPW Super. Trout for restoring the fire lane on Parkway; asked Attorney Riordan about the invasive plant ordinance (Attorney Riordan: will re-send the memo); asked Councilman Santanello if Police bike maintenance goes out to bid (Councilman Santanello: each contract gets bid at least once every 3 years).
 
            Councilman Santanello: glad that item 1v is on the agenda; no one showed up to the last Recreation Committee meeting; looking forward to the bonfire; commended Chief Michigan on a fantastic job this summer – been up against a lot – been extremely professional and polite to the public – feels safe on the Boardwalk; gave the Police report since last meeting – season started with the threat of a beach party, with the potential to draw large rowdy crowds – put together a small army of officers from other towns and agencies and sent a clear message that PPB will not condone such behavior – have seen a large return of families to town – proud of the Officers and Boardwalk Supervisors for their proactive efforts, particularly Cpl. Finn, Officers Gippetti, Hayes and Benites – in the final planning stage for the Seafood Festival – partnering with several local and Federal agencies for security – were awarded a $100K Homeland Security Grant for the implementation of physical barriers at large gatherings – will be extra security at the schools on the first day, tomorrow.
 
            Mayor Reid: the Thursday night concerts were fantastic and well attended at times – bands were great – will be bigger and better next year – Mike Corona and group did amazing job; Loughran's Point is on its way for all to be proud of; invited Geoff and Lisa to speak about the upcoming tug-of-war across the Inlet – spoke with Mayor Donovan from Manasquan – great opportunity to compete – he and Mayor Donovan will have a bet – will do some public relations.
            Geoff Brown, Manasquan Recreation Committee: will release details tomorrow – will be on October 20th, 11AM-3PM – working with the Coast Guard – will not close Inlet for 4 straight hours – Coast Guard has been fantastic – doing this in 2 other places in the Country – over the Mississippi River/Iowa vs. Illinois and in Annapolis, MD/Eastport vs. Annapolis – met with the woman who runs the committee in Annapolis – will be 6 heats between high school football teams, cross-fit gyms, etc. – the 6th will be an exhibition between the 2 radio stations – maybe lifeguards vs. lifeguards, bouncers vs. bouncers, Fire/EMT vs. Fire/EMT, etc. – looking for teams of 25 – no one will go into the water – working with a former Coast Guard/NY Harbor Pilot who will help to center the rope – $25/entrant – Jersey Mike’s, Joe Leone's, Pine Belt, Ocean County Tourism, Ocean First Bank and Manasquan Bank are current sponsors – moneys will be split equally between Recreation departments, etc. – will be festivals – closing parking areas, on both sides for food vendors, bands and beer gardens (Mayor Reid: looking for a stage – want to help the businesses in town).
 
            BA/CFO Riehl: Lake of the Lillies spraying, scheduled for the 7th, will be rescheduled due to the clean-up on the 8th (Mayor Reid: on the 8th, a dive team is coming to clean garbage out of Lake of the Lillies and Little Silver Lake at 8AM – meeting at Little Silver Lake – some people from PPBHS and Council will be there; BA/CFO Riehl: will get bags, rakes, etc.); are auctioning stuff to get it out of the Seacoast building, so demolition can move forward; water tanks will be done September 17th; dead tree on Chicago is down – stump will be ground; asked Mayor Reid where he wants the “no nuts” signs in the park (Mayor Reid: close to swings); met with the Chamber – were going to have volunteers mulch and edge around the trees – instead, will have everyone plant flowers around tree beds in spring – Corrections office is coming on Monday to weed before the Seafood Festival – flowers will then be planted on Arnold and Bay at the bases of the trees and merchants will be responsible for the watering (Mayor Reid: ZO Petrillo distributed a letter that summonses will be issued, moving forward).
 
            The Municipal Clerk announced additions and revision to the agenda.

            Dave Cavagnaro, PPB: spoke about 2d – has safety concerns about the distance between the sand and the top of the wall; asked about 2h.
            Vince Castin, PPB: asked about Safe Routes to School Program and bump outs; most incidents listed in the Ocean Star involve non-residents; said there is a pothole at St. Louis and Arnold.
            Marilyn Burke, PPB: asked about lake treatments/item 1q; asked if Parking Enforcement Officers can ticket people changing clothes in public; people are becoming careless when riding bikes.
            Anthony D'Altrui, St. Peter Church: spoke about item 1x.
            Fr. Pedro deOliveira, St. Peter Church: introduced himself, as the new Pastor.
            Vincent Barrella, PPB: enforcement of helmet laws need to be enforced – Police should ticket parents and take the kids’ bikes away; it’s embarrassing not to have a full-time female Police Officer – time to hire one.

                     Ordinance 2018-14 (Amend Salary Ordinance) was considered on second reading. Mayor Reid opened the public hearing. Motion by Councilman Migut to close the public hearing and adopt Ordinance 2018-14 on second reading was seconded by Councilman Santanello and carried by roll call vote. The public hearing will be held on September 18, 2018.

            Mayor Reid: read a resolution Supporting US Seafood Gleaning Pilot Program in Ocean and Monmouth Counties, to be voted on at the next Council meeting.
 
            Ordinance 2018-15 (Amend Police Salary Ordinance) was introduced on first reading.
Motion by Councilman Migut to approve Ordinance 2018-15 on first reading was seconded by Councilman Vogel and carried by roll call vote. Public hearing will be held on September 18, 2018.

            Councilman Santanello explained what Ordinance 2018-16 is for – First Aid is working with 20-year old hand-me down radios – overlooked in last year’s budget – need to ensure the First Aid has good communication (Mayor Reid: have always given First Aid and Fire what they need to do their jobs – this is important; Councilman Cortes: spoke to Capt. Schliep about this – money well-spent).
Ordinance 2018-16 (Bond Ordinance) was introduced on first reading. Motion by Councilman Migut to approve Ordinance 2018-16 on first reading was seconded by Councilman Cortes and carried by roll call vote. The public hearing will be held on September 18, 2018.

            Mayor Reid: the second of only 2 sea turtle releases in NJ is 7:30 a.m. tomorrow at Water St. – 4 turtles being released; asked Clerk to get approvals together for the tug-of-war for next meeting.
 
PUBLIC PARTICIPATION BEGAN AT 9:09PM
 
            David Hicks, New Egypt: distributed a handout to Council and read from prepared statement – was on the Boardwalk representing Flat Earth Activism – police were called and he was issued a ticket for filming in public – recounted the events – wrote a letter to the prosecutor and wants a response by Friday or will file charges.
            Dave Cavagnaro, PPB: (Mayor Reid stepped out briefly) commended DPW for doing a great job in the heat; people are riding bikes on sidewalks; asked about the Silver Lake lot closure; listed a number of lighting issues, including that the lights from St. Louis to Broadway on Parkway have been out since last night.
