Council Meeting Minutes
Mayor Reid called the meeting to order at 7:02PM. Present were Councilmen Vogel, Cortes Kanitra and Santanello. Councilman Toohey arrived during Executive Session at 7:08PM. Councilman Migut was absent. The Municipal Clerk read the notice indicating compliance with the Open Public Meetings Act: “Adequate notice of the time and place of this meeting was given under the provisions of the Open Public Meetings Act and was posted and sent to the officially designated newspapers in compliance with the law.”
The Municipal Clerk read the Resolution for Executive Session: “Whereas, Section 8 of the Open Public Meetings Act permits the exclusion of the public from a meeting in certain circumstances; and whereas, this governing body is of the opinion that such circumstances presently exist. now, therefore, be it resolved by the Mayor and Council of the Borough of Point Pleasant Beach, County of Ocean and State of NJ, as follows: the public shall be excluded from discussions concerning the hereinafter specified subject matter; the general nature of the subject matter discussed is as follows: one contract negotiation matter. It is anticipated that the subject matter discussed may be made public upon its conclusion or final disposition.” Motion by Councilman Santanello to enter Executive Session was seconded by Councilman Kanitra and carried by roll call vote. The Governing Body reserves its right to amend and supplement the purposes of executive session by motion at the public meeting.

The Governing Body members commented on the strength of high school sports programs in PPB and expressed their pride in the members. Swim team proclamations were postponed until the May 15th meeting, as members were unable to attend.

DISCUSSION:
Councilman Kanitra: BA/CRO Riehl presented information on cigarette receptacles to the Governing Body – No Smoking on Boardwalk ordinance is spreading across NJ – PPB has 15 No Smoking signs – getting 15 more – suggested starting with receptacles at street end access points – per Environmental Commission’s recommendation, asked for authority to try a couple to prove value and get DPW feedback, in terms of how often they are emptied and how much they are used – cautioned against plastic ones that can be knocked over – recommends more industrial/stone ones – open to suggestions (Mayor Reid: asked if DPW Super. Trout looked at them and if he would he want a dual garbage can/receptacle; BA/CFO Riehl: he doesn’t prefer mounted ones, as they are difficult to service; Councilman Toohey: doesn’t want anything substantive that can be thrown – would recommend something more disposable; Councilman Santanello: asked if current trash cans can be converted to cigarette receptacles (no); Councilman Santanello: recommends waiting to see if there is a problem instead of setting up places to smoke; Councilman Vogel: issue is already there – have had small fires – suggests dual purpose cans to keep things cleaner; Mayor Reid: concerned that they, along with all the new signs, will be ugly – also concerned about DPW – would like DPW Super. Trout’s comments; BA/CFO Riehl: he picked one, which was called ugly; all agreed to dual purpose cans; BA/CFO Riehl: cost is $268 each. Authorization to move forward with a pilot project of dual purpose cigarette receptacles (maximum of 9) on the Boardwalk, was added as ITEM 2L.
COMMITTEE REPORTS:
Councilman Vogel: he, Mayor Reid and Councilman Kanitra attended PPB Public Education Foundation (PEF) dinner – outstanding, feel good night; followed up on JIF free online training – boards, committees, summer camp and new hires should take advantage to mitigate risk – can be done as a group – JIF will track and keep records; working on donations for Summer Concert Series and other programs; Shade Tree Commission finished plantings at River Ave island – memorial tree was planted for Marie Pfister, who was also inducted into PEF Hall of Fame –completed DEP grant application – doing a street tree inventory – sent recommendations for Little Silver Lake area tree plantings and shoreline restoration [Councilman Toohey: asked if permission is needed to plant a tree in the curb area (no); Councilman Santanello: will reach out to JIF about Rec training] Patty Kile is the system administrator.
Councilman Cortes: recognized May employee anniversaries – Kathy Beno 21 years, Janet Mutter 6, Jason Headley 10, Jarred Popp 11, Kyle Boturla 14, Clint Daniel 17, Frank Finn 17, Gary Siculietano 10, Valerie Blauvelt 11, Josie McCrystal 15, Mary Vola 3, Catherine Bradley 4, Erin Mathioudakis 5, Stephen Roe 6; there was a good turnout for Comcast Cares Day – helped with mulch on Parkway and the River Ave triangle garden – the Beautification Committee is scheduling flag hanging uptown – DPW will hang the larger flags; Inlet concrete walkway is complete – 7 or 8 dog waste stations were ordered – No Outlet and Dead End signs have been installed or are on order – lake dredging is moving along – storm drains on Parkway are complete, with some curbing completed between Ocean and Boston Aves – Seymour is ready to be paved – gas company is still working on Washington Ave – a fiasco – constant battle with flooding there due to previous paving (Mayor Reid: asked that he, Engineer Savacool and BA/CFO Riehl talk to the Highway Dept tomorrow about having the workers do something to help with this issue while there) – bike racks have been deployed at street ends – JCPL work order to remove poles on the Cooks Ln well lot was closed and a new one is needed in order to get a cost – Comcast finished running a fiber link from Borough Hall to District II substation – bond for it is on the agenda – Maryland Ave sidewalks are complete on one side – lost a parking spot, but hopes it’s safer –curb cut on Channel Dr was preventing tractor trailers from pulling in – so, a free spot was eliminated.
Councilman Kanitra: traffic on Broadway was a recurring issue last summer – discussed solutions with Chief Michigan and Councilmen Santanello and Vogel – thanked Capt Duffy, who submitted a 25-page grant to address it – outlook is positive – will bring in funding for 2 new radar trailers with speed limit signs, summer overtime for Police traffic and safety components, public relations and educational money for visitors – money should be available around summertime; thanked the Mayor and Council for being environmentally-friendly – spoke with Councilman Santanello and Vogel about a mailer to go out with water bills (Councilman Santanello: already done and will go out in next bill) – asked BA/CFO Riehl to help the recycling coordinator – recycling numbers are suffering, not necessarily because of compliance, but because of reporting – wants to target businesses who are not complying/reporting their numbers and send them another reminder (BA/CFO Riehl: flyers were sent to businesses with the mercantile licenses) – waiting for Engineer Savacool to get back to him about changing out street lights on major thoroughfares.
Councilman Toohey: BA/CFO Riehl and Engineer Savacool met with ACOE about Inlet shoaling concerns – they recommended drafting a letter to Congressman Smith’s office – Congressman has always been very responsive – great open line of communication – he drafted a letter in 2013 and was accused of collusion with Boardwalk entities to try to stall the project – this letter is very similar – authorization for the Mayor to send it with his signature is on this agenda (Mayor Reid: spoke with the Congressman at the Governor’s bill signing – his aid is checking the maintenance schedule to try to speed it up – the Congressman wants to come out and see what it’s about – will let Councilman Toohey know when).
Councilman Santanello: attended the Animal Welfare Committee fundraiser with Councilmen Kanitra and Migut (Councilman Toohey: left room 8:22-8:26PM) – fun night – raised money – The Ark donates food – great, hard-working group; Recreation Committee’s Summer Camp was approved – sign-up dates are set – appointed a Director and 2 Assistant Directors – salaries are on the agenda – Antrim Art Dept will have a contest for camp T-shirts; all set for Best Day program on July 7 & 8 – Chair Yoga and Healthy Book Club were cancelled for lack of interest – bike parade was approved by the Committee – working on Surf Camp and Bonfire – looking forward to Memorial Day Parade; years back, PPB had a task force to look at quality of life issues – a lot was pushed to the Police Dept – met with ZO Petrillo, who met with Chief Michigan – she will train Police to take notes and pictures and report to her on issues like COs, sanitation, parking on front yards, signage, etc. – Police training since last meeting includes Canine In Service and SWAT – arrests were made for DWI, possession of CDS & drug paraphernalia and seat belt violations – April 1-21 was the Distracted Driver Crackdown – 183 summonses were issued – Parking Enforcement Officers and SLEOs have completed training – May 6 is the Summer Orientation meeting for 70-80 seasonal personnel – he, Chief Michigan and Mayor Reid will be there – congratulated Capt. Duffy and Lt. Quaglia for preparing new officers – Dr. & Mrs. DePaco donated another $6K for 8 police bicycles – Chief Michigan and members of the Police Dept will be at Just Dough It on 606 Arnold Ave tomorrow, 9-11AM for Coffee with a Cop.
Mayor Reid: 15 people from Comcast Cares, a group which includes a lady who grew up in PPB, helped the Beautification Committee with mulch; there is a press conference tomorrow at 11:30AM for the annual Jersey Mike’s Grand Prix at Reds – all invited – might even be able to go for a boat ride; thanked all for supporting the plastic bag ordinance – stores will use their inventory and have been asked, when they reorder, to think of better options/paper – reusable bags are available for the public – makes PPB a better town – surrounded by water – have to be smart (Councilman Santanello: echoed how ecologically friendly PPB is – believes the Governor came to PPB to sign bill because PPB was the first to come out against off shore drilling – working on promoting recycling – PPB leads and others follow – great idea – shows continued dedication and concern for the environment – credited the Mayor and Councilman Kanitra) reminded all how PPB got funding to restore a School Resource Officer after Sandy – other towns looked to PPB to do the same after last shooting – PPB takes action rather than just passing resolutions – at the Mayor’s conference in Atlantic City, mayors came to him to see what PPB is doing about marijuana – promoting a family-friendly town – Council is doing a great job – is really proud of them.
BA/CFO Riehl: starting to receive complaints through the Report It App (Councilman Kanitra: thanked her for publicity); bath house anticipated opening is Mother’s Day weekend – looks good (Mayor Reid: tenant was interviewed by New12 today – about two years ago, she started with no plastic/just paper and is excited about the plastic bag ordinance); expects to be out to bid within 2 weeks on Loughran Point).
The Clerk announced additions to the agenda.

Dave Cavagnaro, PPB: commented on item 2l, asked about item 1o and, regarding Ordinance 2018-08, if businesses are receptive to biodegradable bags.
Marilyn Burke, PPB: asked for a cost breakdown and lifespan of cigarette receptacles, why escrow account amounts aren’t listed on agenda and about item 3g.
Janet Tauro, Clean Water Action Board Chair: spoke about the organization and the scourge of plastic bags – congratulated the Governing Body on Ordinance 2018-08.
Vincent Castin, PPB: asked about Ordinance 2018-08, sea wall & bath house keys/ handles.
Mark Malland, Jenkinson’s: will be covering the receptacle portion of their trash cans – mimicked PPB’s No Smoking signs – their cans are much more expensive than what the Borough is looking at – largest concern is Central Ave – recommends centering cans in the middle of the street to keep butts away from sidewalks and major gas lines – will have an ashtray in the seating area north of the Pavilion, proposed a spot for Central and working with Jenks South – looking at small spaces on the beach – can’t go 0-100 right away (Mayor Reid: asked him to work with Councilman Kanitra; Chief Michigan: appreciates their pledge to help with enforcement).

Per Borough Attorney, assume usual abstentions on item 3c with which Council has conflicts.
Councilman Kanitra: dog owner, likes the idea of a dog park – after speaking with Father Bob at St. Peter Church, is concerned with the location – Father Bob asked if dog park is in compliance with the wishes of the owner and if there are deed restrictions – the Rec kids use the entire park in the summer – because of trees, the designated dog park is currently the only area to run around and throw a ball – concerned about dog park hours as, when students are in the park, the whole park is designated as an area where other people are restricted from using it – Father Bob sees that area as a picnic area – would like to find another location – knows there are problems with some – just wanted to bring up some concerns.
Motion by Councilman Cortes to TABLE the item listed below was seconded by Councilman Santanello and carried by roll call vote:

Dave Cavagnaro, PPB: asked who is paying to replace the lamp posts that were knocked down in Silver Lake lot and asked how long train lot will be blocked off for the boat display.
