Council Meeting Minutes
January 3, 2021
Due to the Point Pleasant Beach Public Health Emergency and State of Emergency declared on March 16, 2020, in response to the COVID-19 outbreak and the directive that all events on Borough property by cancelled until further notice, this meeting was held via the online Zoom Meeting platform/Meeting ID: 977 5640 3895. The public had the option to participate online or via telephone. Instructions were published in the Ocean Star and Asbury Park Press and posted in Borough Hall and on the Borough web site.
The Governing Body reserves its right to amend and supplement the purposes of executive session by motion at the public meeting.
Mayor Kanitra called the meeting to order at 12:00PM. Present were Councilmembers Vitale, Testa, Byrnes, Cortes, Santanello and Migut. The Municipal Clerk read the notice indicating compliance with the Open Public Meetings Act: “Adequate notice of the time and place of this meeting was given under the provisions of the Open Public Meetings Act and was posted and sent to the officially designated newspapers in compliance with the law.”

PRESENTATIONS – MAYOR KANITRA:
- Philanthropists of the Year 2020 Award – Steve & Sue Fisher
Mayor Kanitra presented them with a plaque and recognized them for starting the $2M Fisher Family Fund to revitalize the town, donating $100K toward the Big Beautiful Tree Program, donating $5K to the PPBHS Fisher Scholarship for academic excellence while overcoming adversity, donating half of the downtown PPBHS graduate and historic banners, providing matching funds for the seagull bike racks, downtown murals and new projector system for PPBHS, sponsoring the Cooks Tour, Arts Committee Gala (postponed), supporting Ocean Fire Company No. 1, helping to provide safety equipment and supplies for summer camp, helping with Beautification Committee sign refurbishment, providing financial support to Meridian Health Foundation and the St. Mary’s by the Sea Emergency Food Program, helping to fund the PPBHS PTO merchandise trailer, and helping to save the historic Gottlieb Building, which will be a catalyst for revitalization.
- Volunteers of the Year Award – Walk with w Purpose
Mayor Kanitra presented the group with a plaque and recognized them for showing up and leading by example with 246 straight days of beach cleaning at 7AM and other cleaning projects, taking it upon themselves to get the trash that machines wasn’t picking up and things that were blowing around before they got in the ocean – has been infectious – all started with an idea from the book, The Miracle Morning, which is about being intentional with your life – invited all to find them on Facebook and help out.

newly-elected & Councilmember Comments:
Councilman Vitale: congratulated Councilmembers Byrnes and Migut – looks forward to working with them and the rest of the Governing Body in 2021; recognized 2020 accomplishments during a challenging year including the Neighborhood Partnership Initiative, Locals Only Bonfire and Recreation Fishing Derby; looks forward to working on these initiatives in 2021, as well as new ones such as the Winter Wonderland and Adult Sport Leagues through the Recreation Committee, and enhancing the Police Department’s use of technology; wished all a Happy & Healthy New Year.
Councilwoman Testa: honored former Mayor Hennessy’s wife, Elaine Barbara Hennessy, who passed away on December 22nd – she embodied the definition of volunteerism and was extremely active in PPB as a tireless servant to the community – she was President of the PTO, volunteered on the First Aid Squad, served on the PPB Hospital Guild and PPB Woman’s Club, chaired the Beautification Committee and was a member of the Shade Tree Commission – she was extremely generous, hard-working and had a heart of gold – she will be missed greatly by her friends, family and the community – thanked her for all she did for PPB and may she rest in peace (Mayor Kanitra: thanked Councilwoman Testa for her beautiful comments, on behalf of the Council); it has been a privilege and honor to serve the community of PPB – COVID hit 2 months after taking office – together, have accomplished many things – thanked Mayor Kanitra for his outstanding leadership and for believing in and encouraging her – her fellow Councilmembers are amazing and bring special gifts to the town; congratulated Councilmembers Byrnes and Migut on their new terms; is proud of the committees she served on and their dedication and hard work to make PPB welcoming to residents and visitors, and of her 2020 initiatives including working with Kelsey Howard and John Mele of Maser Consulting on bicycle safety grants; will continue to work on a safe route for students and educating bicyclists and motorists about the importance of sharing the road; will bring back the Beach Hoedown at Antrim School in the spring; couldn’t have accomplished her initiatives without the help of QOL Dir. O’Rourke – together, they tackled signage problems and will continue to do so in 2021; is very proud of organizing the Little Silver Lake Cleanup with the First Aid Squad, Dive Team, students and residents and looks forward to doing it again in 2021; thanked BA/CFO Riehl for her helping in her new role as Councilwoman and looks forward to continuing to work with her; thanked the Police Dept., Fire Dept., First Aid Squad and Town Hall employees – cannot run this town without all of their help and input; it is a shared goal to find solutions to make everyone feel safe and secure – together, as one community, will continue to accomplish this and make great things happen in 2021; thanked her husband and son for their support and love; said God Bless to all and to Point Pleasant Beach; let’s kick some butt!
Councilwoman Byrnes: recognized Assemblyman Catalano, Mayor Kanitra, Borough employees, Councilmembers, Gubernatorial Candidate Chittarelli, Father Pedro, the Fire Dept., Chief Michigan, friends, family and residents; is humbled, honored and enthused to be chosen by the people to represent PPB – congratulated Councilman Migut on his re-election; is proud to serve alongside Mayor Kanitra – is inspired his can-do attitude, warmth and special relationship with the people of PPB; recognized the expertise and common goal of her fellow Councilmembers to do what is best for PPB – is grateful for their shared knowledge and experience; acknowledged QOL O’Rourke for making her better to serve the community, Attorney Riordan and BA/CFO Riehl for imparting their wisdom and Board Secy. Mills for always being delightful and knowledgeable; has had a very good year and is proud of her accomplishments as liaison to the Shade Tree Commission, Green Team and Environmental Commission, all of whom are making a positive change in the community; is Chair of the Fire Committee – thanked the Dept. for their tireless dedication and bravery – congratulated the new appointees and welcomed the Chief; is passionate about the town streetscapes – called upon the Senior Class to adopt the poles on which their photos were displayed and they weeded and peeled off unsightly stickers; her other projects included Arnold Ave. corn stalks and tree lighting, for which she thanked Councilman Cortes; she coordinated a Walk with a Purpose Day cleanup along Channel Dr., for which many volunteered – she forged many friendships that day; is excited and looking forward to the new Senior Advisory Committee to help seniors and provide them with social interaction; gave a shout out to her children, of whom she is so proud – Jacqueline, Sofia and Louis; promised to continue to work hard for the residents; she remains passionate about improving streetscapes and downtown revitalization; wished all a Safe and Healthy New Year and prosperity to all.
Councilman Cortes: recognized the recent loss in December of James Cicalese, who was a Council and Planning Board Member, was very involved in the Little League for 20 years and was the Ocean County Dir. of Risk Management; it was a tough year; congratulated the Fire Officials in their new role; congratulated the award and proclamation recipients; congratulated Councilmembers Byrnes and Migut – had 3 freshmen Councilmembers last year and 1 freshman Mayor – are all back on the varsity team – looking forward to working together a lot more and a lot better with more communication – will take care of the lights downtown; he chairs the Public Property Buildings and Grounds Committee – invited all to contact him – he will show up and get it done.
Councilman Santanello: congratulated re-elected Councilman Migut, who is a rock on Council and newly-elected Councilwoman Byrnes who brings a ton of energy to the Governing Body and is an inspiration to all; thanked the public employees for their hard work on a limited budget – have the best Administrator at the shore, Christine Riehl, the best Police Chief, Joe Michigan and, by far the best Police Dept. – thanked Clerk Eileen Farrell for keeping all in line and DPW Super. Trout, who puts his heart and soul into the town and is very underappreciated – no one works harder than the Fire Dept. and First Aid Squad – the countless hours they put in, for no pay or recognition, makes them the true unsung heroes of this town – congratulated William Wachowski, Mike Brodeur, Ira Waldman and Dan Miles; shared that he has a family history of health problems, which is why he watches his diet and lifestyle and has been at home as much as possible since March – despite that, he caught COVID in December – is sure he caught it from an anti-masker – suffered body aches, high fever, low oxygen levels and hallucinations – lost 20lbs and a month of his life – would not be here if not for his wife, who took care of him and is a Saint – not looking for sympathy – this is his 25th and last year of public service to PPB – has learned to do what is right and not care what people think of him – is angry at who he called wacky cult members claiming that COVID is fake and the government’s way of trying to control us – they are endangering the lives of his wife and daughter, Police Officers, First Aid Squad and Firemen – asked all to wear a mask, practice social distancing, wash their hands and act like they give a damn about someone other than themselves – this disease is horrible, is far from being over and is killing people – thanked the Mayor for giving him the opportunity to share those thoughts.
Councilman Migut: wished everyone a Happy New Year; extended congratulations to his running mate, Councilwoman Byrnes on winning her first full term – due to COVID, could not go door-to-door to meet with residents, did not have any cocktail parties or the popular pre-election night BBQ – he really missed getting together with the residents and prays to God that it changes this year, that all will be able to get together again and have an in-person Council meeting; congratulated the new Fire Officers and wished the Dept. a Happy and Safe Year; hopes to be on the computer (rather than the phone) during the next Council meeting, as he recently had his computer updated – had hoped to be on today; wished all a Happy New Year and thanked the residents for recognizing his efforts for them in his re-election (Mayor Kanitra: thanked him for the excellent job he did as Council President last year).
Mayor’s Comments:
Mayor Kanitra: thanked the Council – don’t agree on everything – appreciates how they all came together for the sake of the town – hopes for civility on Council in 2021, that all continue to work hard and produce for the residents in their own ways – PPB will be better in the long run for it; thanked all of the members of Town Hall and the newly sworn-in Fire Officers; wished PPB a Happy New Year – despite the trials and tribulations of the last 12 month, today is a day of celebration, congratulations and thanks for the Town, Council, Administration, Volunteers and Councilmembers Byrnes and Migut – also congratulated Steve and Sue Fisher, the Walk with a Purpose group and all those who received proclamations – because of all of them and those like them, PPB is heading towards a bright future; is proud to have followed through and delivered on the Administration’s promises from last year – a new focus on quality of life, a cleaner town, more resources to keep residents safe, more transparency, more responsiveness to residents, invigorated committees, tougher ordinance enforcement and a focus on downtown – ferreted out problems in government and laid better groundwork for the future – time to start building on it; will introduce a new Historic Overlay District for downtown, which has taken 10 months of work, in conjunction with the Historic Commission and professionals – PPB is blessed with a number of historical downtown buildings, some hidden with ugly exteriors – many will require tremendous work to bring them back to their former glory – will cost money – must incentivize good actors to come in and do the right thing – feels strongly that a great balance was struck to achieve the goal of creating a downtown that people from all over NJ will want to come to, one that will exude the charm residents deserve while maintaining the quaint community – in conjunction with this, will introduce a new Sign ordinance which will require wood or faux wood for a higher-end aesthetic that property values warrant – there are lack of downtown businesses, other than restaurants open after 5PM – 2 new tenants will offer residents new options after-hours – later this year, plans on launching a Light Up Point Pleasant Beach campaign to raise money for a strung light canopy that will stretch over the top of Arnold and Bay Aves. – will create an Instagram-able look and feel that will be the talk of the Jersey Shore – people will want to shop and dine and under the lights and it will attract new businesses – to facilitate this and other downtown improvements, will be carefully launching a Business Improvement District, creating little to no burden on businesses, with a huge benefit – QOL Dir. O’Rourke has completed 6 months of night classes to prepare for the launch, along with the Borough Planner and other professionals; should be hearing back about a $1M grant application for Channel Drive Revitalization in a few months, to include streetscaping, stamped concrete intersections, new trees and lights – have talked to developers and expect big announcements about projects that will infuse the tax base to keep taxes low; the shell for the Master Plan has taken 6 months – draft will be released soon and public meetings will be held; committees have been operating at record high levels and 30 new members are being added this year – can expect new events, activities, public art projects, new planters downtown and a continued focus on keeping the town clean and safe; the silver lining of this pandemic has been all of the new residents, people leaving cities and relocating here – property values have soared as a result – schools have a huge influx of new students – community is becoming more vibrant in the off-season – the key to capitalizing on this new era is to remain true to our roots and doubling down on all the qualities that attracted people to PPB in the first place; here’s to an incredible 2021!
Election of Council President:
Mayor Kanitra: all Councilmembers have done an incredible amount of work, but Councilwoman Testa’s spirit is infectious – she bleeds red and white and wears it on her sleeve – she has no personal agenda and nothing to gain from being on Council – all she does is give of herself to this community – her husband and son, Luke, are a big a part of everything she does – recommended that she be Council President for the coming year.
Nomination by Councilman Santanello for Councilwoman Testa to serve as Council President for the year 2021 was seconded by Councilwoman Byrnes and carried by roll call vote.
