Mayor Kanitra called the regular meeting to order at 12PM. The Municipal Clerk read the notice indicating compliance with the Open Public Meetings Act: “Adequate notice of the time and place of this meeting was given under the provisions of the Open Public Meetings Act and was posted and sent to the officially designated newspapers in compliance with the law.” Present were Councilmembers Vitale, Testa, Byrnes, Ramos, Crowley and Migut.

Mayor Kanitra: thanked all for coming – Councilmembers-Elect Vitale and Testa have done incredible work – it is hard to believe their first term is already over.
CEREMONIAL OATHS OF OFFICE TO COUNCILMEMBERS-ELECT– Municipal Clerk
The Municipal Clerk administered the ceremonial oath of office to Councilman-Elect Douglas Vitale. Mayor Kanitra: are so lucky to have Doug on Council – he epitomizes substantiative and hard work – what he has done with the Recreation Committee is astounding – he and Chief Michigan appreciate his help with the Police Committee – brings his cybersecurity background to town – he and the people of PPB are happy to have him here for another term.
Councilman Vitale: welcomed all; congratulated the Fire Officers to be sworn in and his running mate, Councilwoman-Elect Testa; he is not a politician – he moved his family here 8 years ago – miles of shoreline, a bustling Boardwalk, several lakes, a vibrant downtown and a great school system set this town apart – he and his wife feel very luck to live and raise their family here – his pride in calling PPB his home has given him his motivation and passion to succeed in his first term and the energy and drive to start his second; learned so much with unprecedented issues due to the global pandemic, which began 3 months into his first term – the Mayor and Council navigated the challenges together – accomplished a lot, including working with Homeland Security to strengthen the town’s cybersecurity, working with the PD to stop pop-up parties, creating lawn signs to support the PD during a challenging time, instituting military banners downtown to honor servicemembers, supporting being actively involved in the Recreation Committee, which has grown significantly, and helping the Senior Committee grow and run successful events as co-liaison; looks forward to his new term to continue to strengthen initiatives such as the town’s infrastructure, keeping taxes low, working with the Recreation Committee to improve Pleasure Park by replacing the current building and shed, working with other Committees to utilize under-utilized areas of town, and working with the community, Mayor, Council and PD to keep PPB a safe community for residents and visitors; thanked those who have helped him grow and develop in the role of Councilman, including Mayor Kanitra, his friend and mentor, his fellow Councilmembers, BA/CFO Riehl, Chief Kowalewski and the PD, DPW Super. Trout and the DPW, Clerk Farrell and Dep. Clerk Mutter, Atty. Riordan, the Recreation Committee, the ambulance corps and Fire Dept. members, his father-in-law, who was just sworn in as Mayor of Wykoff, his mother-in-law, parents, siblings, wife and children, and the residents and business owners of PPB.
The Municipal Clerk administered the ceremonial oath of office to Councilman Councilwoman-Elect Arlene Testa. Mayor Kanitra: Arlene is the empathetic, caring individual that connects us to the town, giving of herself, always listening, working hard for the Beautification and Arts Committees, substantive work on Code Enforcement – it complements the work we are doing – like Councilman Vitale, she didn’t want or ask to run for office – she had to get drafted – her connection to the community has been invaluable – a perfect example of that is Safe Routes to School – she cares so much about our kids and families, ensuring we have great signage and helping with our bike and pedestrian grants – will pay dividends for generations – happy to have her for another term – happy to count her as a friend and colleague.
Councilwoman Testa: welcomed and wished everyone a Happy New Year; thanked Pastor John and his wife; means the world to have family, friends and relatives come out and celebrate today, along with distinguished guests – thanked the residents for the honor – will continue to work hard and put them first; is proud of all the Committees she serves on – couldn’t do it without their work and the support they give one another and the businesses; is very proud and passionate about is her work on Safe Streets for children – will continue in her second term to get more grant money and help in that endeavor; is also proud of the Municipal Alliance Committee, on which she works alongside QOL Dir. O’Rourke, who is amazing – she calls her and BA/CFO Riehl for their guidance – are proud to send 6 students and 2 teachers to the Pier Leadership Program this year to learn about helping children struggling with drugs, alcohol or vaping, and about suicide prevention – this will equip them to be leaders in our school – will continue to work with Ellen at the Elks who on that program – is excited to have reached out to School Super. Smith and Guidance to see how we can help this year – one of her main focuses is connecting with our children; looks forward to working alongside our great Mayor – was hesitant to join, but is happy he came knocking and that he believed in her and Doug; it’s been a pleasure to work alongside Councilman Vitale, who has done a terrific job – glad they teamed up – looks forward to working with him the next 3 years; this is the best Council she could work with – they are amazing and work so hard and tirelessly and she appreciates all of them; BA/CFO Riehl is amazing, Atty. Riordan is a great attorney and, as Councilman Vitale said, the voice of reason, Clerk Farrell and Dep. Clerk Mutter do so much work behind the scenes and don’t get enough credit – appreciates all they do; acknowledged the PD, FD, First Aid, DPW and Borough Hall staff for their dedication and hard work; is blessed to be part of a wonderful community, a place she gets to call home – gave special thanks to her husband and son, who she loves very much – to all her wonderful friends here today and the amazing residents of PPB – loves them and hopes she does them proud – and to Pastor John and his wife; may 2023 bring all abundant blessings, health, peace and happiness – let’s continue to work hard and accomplish many things together – The Few. The Proud. The Beach.
Mayor Kanitra: recognized and thanked fellow elected officials in the audience for spending their valuable time here – they provide guidance at a higher level and help when needed, including Ocean County Commissioners Quinn and Crea, Assemblyman McGuckin, and Sheriff Mastronardy. His good friend Assemblyman Catalano, who attends everything, was sick and could not be here today.

The Municipal Clerk administered the ceremonial oath of office to Fire Department Asst. Chief Daniel Miles. Chief Waldman, 1st Dep. Chief Pasola and 2nd Dep. Chief Hauge were not in attendance.
Councilwoman Byrnes: congratulated the new officers and Fire Department – their dedication to the town and residents is immeasurable – wished all much success in their respective new roles.
COUNCILMEMBER COMMENTS
Councilwoman Byrnes: congratulated Councilmembers Vitale and Testa as they begin their second terms – both bring such vitality; looking forward to another outstanding year, building on the successes of the year behind us; wished all a Happy, Healthy New Year with peace and prosperity.
Councilman Ramos: wished all a Happy, Healthy & Prosperous New Year; echoed Councilwoman Byrnes’ comments – are lucky to have Arlene and Doug on Council – appreciates their efforts – looks forward to working with them in 2023 and forward.
Councilwoman Crowley: wished all a Happy New Year; thanked all for joining today, especially Pastor Durante for starting the day off with blessings; congratulated Councilmembers Testa and Vitale – town is blessed to have both; is lucky to be here – best experience she could have imagined; also congratulated the FD appointees and their families, especially Asst. Chief Miles, a.k.a. Coach Miles – an honor to have them on-board; thanked Chief Kowalewski for keeping the town safe and for guidance, BA/CFO Riehl and Clerk Farrell who keep everything running smoothly and efficiently, Atty. Riordan, the sound voice, QOL Dir. O’Rourke for her hard work with grants and in the community; what an honor to have the Ocean County Commissioners and officials joining today; this is her first year – is looking forward to another; wished all a Happy & Blessed Year.
Councilman Migut: congratulated all those sworn in to a new office – best wishes for a productive and Happy New Year to them; may the residents of PPB be blessed this year with good fortune.
MAYOR’S COMMENTS:
Mayor Kanitra: wished all Happy New Year; he and his fiancé, Alora, landed in Philadelphia at 9AM from the Fiesta Bowl, where his Alma Mater, the Texas Christian University (TCU) Horned Frogs, beat the University of Michigan; a very proud alumni and lobbyist for TCU, he realized a lot of parallels between the fighting TCU Horned Frogs and PPB – when he went to TCU, they had about 5,000 undergrads, about the same amount of people in PPB – as there are bigger schools than TCU, there are bigger municipalities than PPB, with bigger budgets and advantages – like TCU, PPB is bursting onto the State and National scene, using great talent in Town Hall and great coaching on the dais to become one of the best towns out there, allocating resources necessary to realize our full potential – recognition is starting to follow – like TCU, our work in PPB is not done – we have bigger dreams and immense pride in who we are – want to be the best – at TCU, sometimes it feels like it’s us against the world – sometimes that rings true in PPB as well – the Horned Frogs fought hard on the gridiron and the Garnet Gulls fought equally as hard to protect this town and keep it the place we all know and love; were sworn into office just 3 years ago and wanted to do things differently – at that time, gave a presentation with substantive initiative and fact-based steps to address problems – have methodically gone through that list; brought in $4.5M in grants – has made a world of difference – are ruthless and aggressive – State has never seen a town apply to as many grant opportunities, to provide more value to our residents and taxpayers; with the Chief of Police, have made the Boardwalk and beach safer, a place where families could return and kids can on a weeknight, as that was the #1 concern when running for office – just won a Great Places Award for it, an indicator that the rest of the State is taking notice; all up here value business and a strong economy – came into office and the pandemic started and businesses were shut down – the most daunting environment – had about 14 vacancies downtown before the pandemic – went to work and now downtown and business is booming – businesses are now fighting to get in – the only vacancies are for extenuating family circumstances; turned downtown into a Historic District, incentivized businesses to put dollars behind renovations and turned it into a Business Improvement District (BID), so we have the right recipe and don’t fall into the pitfalls of the past; are in a much better place – don’t want to sit on our laurels – just getting started; he grew up on Channel Dr. – his grandparents owned the Harbor Lights Motor Lodge – small business is the heart of what we do in PPB – Channel Dr. is an example of an area that fell into disrepair – secured $1M from NJDOT with a Transportation Set-aside – in the engineering phases – been talking with a developer and hope to announce plans in a month or two – if it comes to be, it will be a seismic change in terms of tax revenue, year-round jobs for the community while maintaining the small town feel, and cleaning up a blighted area; BID is a huge piece of what we are going to do – a lot of sweat, with Councilmembers tying cornstalks to light posts and pulling weeds, the Arts Committee making window clings for vacant buildings, a lot of bootstrap effort has helped turn PPB in the right direction – micromanaging with the sign ordinance because some people were not doing the right things – need to put processes in place for when we are not here, so generations from now, there is a thriving engine powering downtown; have a couple new buildings and a lot of new businesses coming to town – Point Beach Diner is getting revitalized, Bank of America is turning over, there are plans for the brewery at the old oil property – the vacant Spot building is now Spicy’s – everywhere you look in PPB, new businesses are opening – will look at Cooks Ln. oil property and see how to turn it into a functional facility for OEM, cat trailers, etc.; looking at further renovations to Pleasure Park – when you have such a good a Recreation Committee, you want to do more in those areas – just strung some lights to give it a nice feel at night; keep putting our dollars where it is appropriate and where the town is looking for it – have allocated money for Inlet lot fixes, which are in pre-engineering stages; former Mayor Reid did a good job of bringing back the Grand Prix – it can be greater and attract more people – are now taking ownership, in terms of getting volunteers to help run it, getting sponsorship dollars, and finding media outlets to broadcast it – want to ensure its future for a long time; mentioned Councilwoman Testa’s initiatives on the bikeways, sharrows, and Safe Routes to School; it is important for others to see value in what we are doing – it’s about making PPB a year-round community – got funding for a promotional video with the Ocean County Commissioners’ help – over the last year, had a high-definition film crew at every town event – in 2023, will start promoting PPB as a year-round destination for families to live, work and play – saw the first draft of the video – it’s heartwarming, with snippets from the Bonfire, the kids’ Memorial Day Bike Parade, and everything that makes PPB great – we will let the whole world know about that in 2023; some initiatives that aren’t currently in the works include cleaning-up the water tower eyesore – it has structural issues and we will paint it in the process; just got a Lake Management Plan grant – have 3 coastal lakes in PPB – put a lot of resources into them and now Lake of the Lillies and the shoreline look fantastic – it’s the northernmost part of the Barnegat Bay Watershed – will help with water fowl and marine life as well; will be taking ownership of the US Coast Guard Station soon – had already ready received a lot of help from Congressman Smith’s office – they decided to sell it directly to the Borough – are finally releasing the archaeological study – have big plans for that with all of the Committees and museums – will make it a destination on the Inlet – goes hand-in-hand with Channel Dr. as a year-round attraction; have Rte. 35 drainage improvement and resurfacing coming – been pushing the State on that – are probably another year or 2 away – Ocean Ave. paving will be finished in spring – Boston Ave. is getting re-paved – just received some municipal aide to tackle ADA ramps on Dartmouth, Richard and Arbutus, which are getting re-paved – are continually looking at re-paving roads and fixing the infrastructure underneath; wished all a Happy New Year.
PUBLIC PARTICIPATION BEGAN AT 12:52PM
Former Mayor Jack Pasola: wished all a Happy, Healthy New Year; thanked the Governing Body for the great job they do – no one knows better than him the hours put in and sometimes it’s thankless but it’s always rewarding – he didn’t like the direction the town was going in – Mayor Kanitra has turned the town around real quick with the help of Council – gave him a lot of credit for takin the lead – thanked the whole Borough family – everyone sitting here, the sanitation men, the Code Enforcement people, every department, especially Chief Kowalewski, who is doing a fabulous job – this past summer was the best summer we had in a long time – under his leadership the men and women in blue are keeping our town safe – it’s very difficult to be a policeman or policewoman today – even in a beautiful PPB.
Ocean County Commissioner Quinn: here with Commissioner Crea and the Sheriff – thanked everyone – PPB is a hidden gem in Ocean County – truly act and work as a team and do a great job – thanked Mayor Kanitra on behalf of all Commissioners; was here 3 years ago – the room was packed and it was a new chapter for PPB – have enjoyed working with all – wished them nothing but the best – all part of the team – reach out for anything; acknowledged the Chief and the rough summer he had; sees Mayor Kanitra more on network news than anyone else in Ocean County – that’s so important; wished all a Happy, Healthy, Prosperous New Year.
Residents thanked the Governing Body and wished Mayor Kanitra the best of luck.
Tony Testa, PPB: asked Mayor Kanitra about the name, Horned Frogs (Mayor Kanitra: technically, the horned lizards – used to run all over Texas – when threatened, they shoot blood from their eyes – small but mighty, just like PPB).
