Mayor Kanitra called the regular meeting to order at 7:31PM. The Municipal Clerk read the notice indicating compliance with the Open Public Meetings Act: “Adequate notice of the time and place of this meeting was given under the provisions of the Open Public Meetings Act and was posted and sent to the officially designated newspapers in compliance with the law.” Present were Councilmembers Vitale, Testa, Byrnes, Ramos, and Migut. Councilwoman Crowley was absent.

PRESENTATION:

 

Councilman Vitale: the Tug-of-War was held on October 9th in Manasquan and PPB – a great event – thanked Joe Leone’s for sponsoring – brought the Make-a-Wish Foundation into the event this year – both Manasquan and PPB Recreation Committees raised about $8K, with The Lift Gym in PPB raising the most money for Make-a-Wish – each side had a Make-a-Wish child who spent the day with them – our guy was walking around with the Police Officers – after the event, Make-a-Wish invited members of the Tug Committee to their castle in Monroe Twp. – thanked Make-a-Wish for their partnership – wants to work together, going forward – invited Jerry Murphy to say a few words.

Jerry Murphy, Make-a-Wish Foundation:  30% of wishes are granted in Ocean & Monmouth Counties, so the money raised stays in the community – it’s a community event, supported by the community, gives back to the community – are very grateful – thanked the Tug Committee and chairs (Mayor Kanitra: recognized The Lift gym for raising the most money and pulling their weight – they kicked butt; Councilman Vitale: the Recreation Committees from both sides brought in $47K – it’s a big fundraiser for both; Mayor Kanitra: will raise more money next year and get the trophy back.)

 

COMMITTEE REPORTS:

 

Councilman Vitale: gave the Police report since the last meeting: training has included Mandated Canine, Workplace Harassment & Security Awareness and De-escalation Use of Force – Police activity included arrests for DWI, aggravated assault on Police, criminal mischief, resisting arrest, simple assault and an active warrant, ordinances issued included dogs on Boardwalk & misbehaving – there are many scams which target the senior population, including healthcare, grandkid and IRS imposter scams – the Federal Trade Commission has a new program called Pass it On, with education and resources for seniors – the Chief will be discussing this with Councilwoman Byrnes to get information out to seniors and with himself  to discuss at a Neighborhood Partnership Initiative meeting – urged anyone who thinks they may be a target to contact the Police immediately – are hiring 20-25 Class I Special Officers for the 2022 summer season to handle crowds, assist with community policing patrols and enforce quality of life issues; February 12th is the 2nd annual Show Us Your Heart scavenger hunt – the Recreation Committee is partnering with the Chamber of Commerce – participants will look for pictures in windows on Arnold and Bay Aves. and cross them out on Bingo cards – everyone is guaranteed to be a winner – parents who make purchases in participating stores will earn a chance to win a grand prize, sponsored by the Chamber – the Recreation Basketball season has resumed and will continue until March – the Mayor’s Cup, for boys and girls in grades 6 through 8 will play against the Boro (date TBD) – PPB won the last time it was held; the Recreation Committee is looking for new members – anyone interested can look at Facebook or reach out to Co-chairs Matt Luongo and Lauren Schule or to himself.

 

Councilwoman Testa:  the Arts Committee ran a magnet contest – the winner was Lauren Kurtz – will be selling the magnet as a fundraiser – are putting events together – follow them on social media – looking for volunteers to help run events – don’t have to be an artist – just have to love art and culture; the Beautification Committee is getting ready for spring and ordering flowers – will be sending out a Facebook blast for volunteers to help take down garland; the MAC Health Fair had to be rescheduled to February 4th, 1PM-4PM at the Fire Company on Laurel Ave. – the Ocean County Health Dept. will be there – there will be a lot of different events going on for everyone.

 

Councilwoman Byrnes: welcomed Chief Kowalewski; gave the Fire Dept. report – the new Fire Chief is in attendance – they had their reorganization with all in attendance and are keeping involved in the Water Main job on Ocean Ave.; the Green Team has new initiatives to introduce; the Golden Gulls casino trip had to be postponed – planning in-person social gatherings for the proposed dates of February 15th, March 15th and something for Easter/spring in April – the Senior Committee will be providing volunteers to support the Health Fair; had a few calls about street lights that are out – she and Councilwoman Testa identified quite a few, especially on Rte. 35 – will provide a list (Mayor Kanitra: JCP&L doesn’t have enough resources and doesn’t allocate enough to the region – our point of contact is moving up and a new one will be announced).

 

Councilman Ramos:  thanked DPW for a fantastic job clearing the streets, with several members out quarantining or sick; there are several applicants for the open Bd. of Education position – next meeting is March 25th – they will be interviewing candidates and appointing someone – per CDC guidelines, schools have lowered quarantine from 10 days to 5 – are seeing downward trend in COVID cases in both schools – hoping it continues.

 

Councilman Migut: the Animal Welfare Committee is looking forward to their annual spring fundraiser at the Ark in April, COVID-dependent – the Ark has outdoor seating; asked BA/CFO Riehl to have DPW put back the Free Parking sign that was taken down so you could see the Christmas decorations – paid money for it and it still has a couple months of validity – the Parking Authority will be meeting the first week in February and he will present a draft letter to be sent to the Chamber, encouraging businesses to use the free lot and parking pass program – asked Attorney Riordan if it would be feasible, by ordinance,  for the town to adopt an incentive program, knocking a few dollars off the mercantile licenses, for businesses that use the parking pass program (Attorney Riordan: will look into that – perhaps); Budget folders are being compiled – will call BA/CFO Riehl this week to schedule the first meeting of the Finance Committee – hopes to announce the time and place at the next Council meeting (Mayor Kanitra: Councilwoman Crowley is excited about jumping in on the Budget and finance stuff – she has some good background that will be helpful – spoke with BA/CFO Riehl about the Parking Authority – will set up a meeting with Chair Bonsper and Councilman Migut to be sure all are on the same page – there were issues with plowing of the lots and maintenance (BA/CFO Riehl: the Board Secretary is going to send an invite).

 

MAYOR’S REPORT:

 

Mayor Kanitra: good to be back – was dismayed to miss the Reorganization meeting, his first missed meeting since becoming Mayor – there are new faces on the dais – we have a new Chief – is excited about the group – everyone has gotten sick in the last month or so – Councilwoman Crowley is down for the count now, but will back in the next meeting; have Lt. Grace on for appointment to Police Capt. – in keeping with the trend, he is another local guy who has done an incredible job in the Dept. – he and the Chief will work well together – will celebrate with his family at the next meeting; are a lot of grants – Council has accomplished a lot and is keeping taxes low – a testament to BA/CFO Riehl and QOL Dir. O’Rourke, who has more than paid for her salary, in terms of the millions of dollars in grants brought in since she’s been on board – have others coming in – just landed a Recreation grant for Phase II of the Recreation Dept.; are interviewing firms for the NJDOT grant we received for Channel Drive – have identified additional funding for the design element, which we believe will save the Borough $400K-$500K – when the annual Budget is $15M, $1/2M is a massive chunk to the taxpayers – thanked BA/CFO Riehl and QOL Dir. O’Rourke, who have been interviewing firms – are prioritizing the ones that want to make us a priority, that have the right credentials, and can get the job done as quickly as possible – wants to have shovels in the ground – hopefully, this year or early next year, will have plans and design elements;  QOL Dir. O’Rourke identified funding through the County for the town video we will be working on this year and is in the process of submitting for that; a grant for Free Complete Streets Conceptual Rendering  is due in February and there is a bunch of money on the table; a grant for Lake Management Plans is available and due at the end of February – have already negotiated the cost down with a potential supplier – could be @$80K; Historic Preservation grants are due in early April; AARP Community Grant for seniors has not yet been announced; the Fisher Family Fund offered $10K towards the video and editing, so we can having something that’s going to work for the Council and attract families to live and work in PPB year-round – the Chamber will be able to use it as well – it will shine a nice light on PPB; the Historical Commission is getting closer to finalizing the QR codes and plaques; are keeping an eye on what’s going on with BOEM and offshore wind energy to ensure any upcoming projects are past the visual horizon and aren’t going to hurt tourism or commercial or recreational fishing – that’s been a huge amount of work – will be looking at the Business Improvement District in the next couple of weeks – a big priority.

 

ADMINISTRATOR’S REPORT:

 

BA/CFO Riehl:  there are also a lot of grants that we never really talked about – a lot is done through the Police Dept. – DUI, Safe & Secure, Drive Sober or Get Pulled Over, Click It or Ticket, bullet-proof vests, just to name a few (Mayor Kanitra: got a big one from the cameras that the officers are going to be wearing) $175K for body cams – everyone is doing their part to pull in a lot of money – and the CDL loan doesn’t have to be paid back this year (Mayor Kanitra: $800K); the Budget is underway – the last stragglers came in this week – binders will be put together – will put a meeting together and start on 2022 process; the Central Ave. and Ocean Ave. projects were both delayed for weather – are pretty much on timeline; the Valve Exercising Project throughout town will start in February and finish in early May – will be coordinating with the Fire Dept., to keep them involved – will work in quadrants throughout town – it was done 5 years ago – needs to be done, per DEP, every 5 years – are still seeing significant issues with grease on Rte. 35S between McLean and Arnold and on Channel Dr. – have been out there 2-3 times daily to take care of coagulated grease – the Plumbing Inspector was going to start this past weekend to make sure all have the appropriate traps and that they are working and inspected – DotGov was successfully submitted – upon approval from the registry, will work on getting everything switched over.

 

The Clerk announced revisions to the agenda.

 

PUBLIC PARTICIPATION BEGAN AT 7:57PM

 

Vince Castin, 15 Trenton Ave., PPB:  welcomed Councilman Ramos – asked him about COVID quarantine going from 10 to 5 days (Councilman Ramos: CDC and State of NJ guidelines for Boards of Education (BOEs) was that quarantine for COVID 19 was 10 days – they’ve recently lowered that, because of the Omicron variant, to 5 days – the BOE adopted that – it’s pretty significant (BA/CFO Riehl: town did also) it’s recommended by CDC and mandated by the State Education Dept. – seeing less cases of students having to quarantine because they are exposed to COVID or an actual COVID case; asked about lake management (Mayor Kanitra: PPB has 3 coastal lakes – are on maps from the 1700’s – are a big part of the town and the northern most part of Barnegat Bay watershed – over the last 20 years, have gotten less healthy – have made strides over the past 2 years to increase that health – need to keep an eye on oxygen levels and run-off, which contribute to fish kills, algae, pond scum, etc. – the Lake Management Plan will give a very detailed best-practices guide, as to what proactively needs to be done, how to maintain, what needs to be changed – so this and future generations can follow it – are uniquely in tune with the environment, when living in an ocean community – don’t want to see anything happen to the that – also don’t want to spend tens of millions of dollars dredging it more quickly than needed – there are things as simple as pressuring DOT to fix the roads near Wendy’s and McDonalds – when they were done years ago, it contributed to the run-off, as well as regular maintenance – will help to keep healthy lakes) dredging project at Silver Lake was unbelievably successful – went from 6’in his yard to nothing.

Dave Cavagnaro, 118 Parkway, PPB: welcomed Councilman Ramos – asked about 1k – why the Council meeting was cancelled (Mayor Kanitra: just messed up – meetings were back to back weeks); asked about 1u – one of the incentives for buying the building was to have a bathroom at the south end of the Boardwalk – neither lessors have let the public use it unless they were buying something – was told that could be discussed (BA/CFO Riehl: yes; Mayor Kanitra: it can certainly be discussed – obviously, we are looking out for the Borough); asked about 1w and 1x (BA/CFO Riehl: heating and air conditioning units) asked about 1aa (Mayor Kanitra: have an employee out on sick leave for quite a period of time – was supposed to come back January 1st – the Building Dept. is completely slammed and asked for a temporary staffer until that individual comes back to handle some clerical components) – asked about 1bb (BA/CFO Riehl: replacing old units that weren’t taking credit cards on anymore on some street ends and on Ocean between Arnold and Trenton – will do pay-by-cell on Broadway; Mayor Kanitra: this is after a pilot project last summer with the pay-by-cell, which was really successful – and the ridiculous meters we were using were breaking all the time – were spending thousands to fix them – will pay for itself) asked if the meters on Ocean Ave. will take credit cards (BA/CFO Riehl: yes).

Mary Steiner, 423 Yale. Ave., PPB: asked if JCP&L can consider LED’s when replacing the street lights, which are brighter (Mayor Kanitra: will ask the Quality of Life Director to handle this – 3 years ago, as a Councilman, he worked on transitioning LED lights in high traffic areas at Rte. 35, Ocean, Broadway and Arnold – spent money on engineering to match-up lumens so nothing would go into anyone’s house and they would be more energy-efficient – did a light survey – went through every single pole – JCP&L doesn’t allocate enough resources for this region – the entire Barrier Island Mayor’s Association is upset about that – we handed them the survey and they said they would turn it over in a couple months – it’s been 2 ½ years – he as followed up, personally, 6 or 7 times – we resubmitted it so many times – asked QOL Dir. O’Rourke to send an email, cc’ing him – want to be a leader on this front  and to save time, money and energy in the process – still not there); asked that the Parking Authority sign not go back in front of the Beautification’s Adopt-a-Spot (Mayor Kanitra: asked if the NJ Transit fence can be utilized; Attorney Riordan: the first thing that’s going to happen is that there is going to have to be a sign permit applied for – thinks that might take care of a lot of the issues that arose last time; Mayor Kanitra: the underlying thing here is that Council and Town Hall were not consulted as to the look, aesthetics or placement of the sign when it was conceptualized – everyone is supportive of Councilman Migut’s initiative – is sure we can find a way to do it that won’t upset the Beautification Committee or Code Enforcement).

Arrigo Conti, 819 West Laurel Ave., PPB:  asked the Mayor if he read the information he gave him on bicycle safety (Mayor Kanitra: yes and passed it on to Councilwoman Testa – stated that Mr. Conti was a strong proponent of bicycle safety and where they should be riding) Bay Head enforces bicycle law (Mayor Kanitra: about 2 months ago, we received a $60K grant from the State for sharrows and bike lanes, so bicyclist and motorists know where they need to be riding – made big strides since he was here last) sent an email 3-4 days ago (Mayor Kanitra: is running about a week behind with the COVID situation – apologized) everything is going to change as bikes become electric – in many cities, people can pick up a bike, ride 1-2 miles and leave it – it’s going to happen here – time to start thinking – will have to charge batteries (Mayor Kanitra: are working on electric vehicle charging – doesn’t know if bike charging stations are viable) is available to discuss (Mayor Kanitra: asked him to connect with QOL Dir. O’Rourke – she can have a phone conversation to bring him up to speed on what we are working on and hear his concerns).

PUBLIC PARTICIPATION BEGAN AT 8:14PM

 

Dave Cavagnaro, 118 Parkway, PPB:  respects Council’s authority to make changes on Borough property – but appreciates the hard work and dedication of  the Beautification Committee – was on it for the more than 20 years – Borough Hall was one of its spots – pulled up about a week ago and saw the garden he designed and took care of, ripped out – nobody called, texted or emailed letting him get anything he wanted to save – it was discouraging, disheartening and offensive – perennials around the flag pole could have been saved and put into another garden, etc.- looked at plans – sees nothing for the planter or where grass was ripped out – asked if that was a mistake (Mayor Kanitra: he had no idea that was Beautification’s work or purview – apologized for whatever role he had in that – had a lot to do with the dilapidated railroad ties and overgrowth – mainly, the front of the building, along the railroad tracks, everything was ripped out because of the leakage in the basement – trying to spruce up that area – this happened as a casualty of that – not everything is finalized – welcomed Beautification’s input to BA/CFO Riehl before stuff goes into the ground – it’s bad practice to take out plants and not make them available to the public – the landscaper was supposed to do this work 6 months ago – communication was awful – we didn’t know when it was getting done – they just showed up and did it, after being told it would be done in spring or summer – asked BA/CFO Riehl if that’s accurate; BA/CFO Riehl: it is – and when they left here, she said to make arrangements to bring everything over to DPW – apparently, they went to the Borough and dropped half the stuff off the back of the truck on the Rte. 88 bridge – the bridge had to be closed by the Police – it wasn’t even in a state of preservation at that point  (Mayor Kanitra: that’s probably attributed to the employee shortage, but it clearly was a mistake on multiple levels, and not something we were looking to do) a lot of the stuff that was picked for perennials and annuals are beautiful, but when the season is over, the garden will look poor or dead, if not anchored with greens – didn’t see a lot of that in the design – asked if everything has sprinklers (Mayor Kanitra: the railroad ties were one of the biggest things because they are ancient and they are still there – asked if the railroad ties and greenery can be looked at and Mrs. Steiner talked to as well; Councilwoman Testa: had talked about power washing them in the spring – then they will look really nice – have someone who wants to do that – spoke with Beautification Chair Steiner and BA/CFO Riehl – would welcome Mr. Cavagnaro’s input to the landscaper) some plants were dug out of houses on Sanborn by the Committee and brought over – are planting around the patio area – presumes that has to be watered – when grass and shrubbery was removed it was because of water intrusion in the basement – it does still leak down there – there are few plants in the planter by Finance which were to be watered by hand with not too much water – now, are planting 1/2-3/4 of the way around the patio – will be spraying water around the perimeter of the basement – a recipe for disaster (Mayor Kanitra: was never told this was Beautification property – wants to integrate Mr. Cavagnaro’s and Mrs. Steiner’s expertise – can fix this easily; BA/CFO Riehl: told the landscaper anything around there would have to be low maintenance because we don’t have the staff) that doesn’t necessarily mean low water.

Vince Castin, 15 Trenton Ave., PPB: suggested planting cactus there – wouldn’t have to water it (Mayor Kanitra: Island Beach State Park has beach cactus); asked about 2l (Chief Kowalewski: will have to get back to him on that – spoke about keeping distance when passing a bicyclist; Councilwoman Testa: a lot of that stuff will be addressed with children, parents and residents at the Bike Rodeo in April – invited Mr. Conti).

Dave Betten, 400 New Jersey Ave., PPB: over the summer, he reached out to Mayor Kanitra about tree problem across street at 401 New Jersey – spoke to Anne Lightburn/Shade Tree – had specialist come out and make recommendations from some removal and some trimmings – to date, nothing has been done – every time the wind blows, branches come down (BA/CFO Riehl: will look into it).

Motion by Councilman Migut to close public participation and adjourn was seconded by Councilman Vitale and carried by consent of Council.
