Council Meeting Minutes
 
Mayor Reid called the meeting to order at 7:00PM. Present were Councilmen Cortes Toohey, Migut and Santanello. Councilmen Vogel and Kanitra were absent. The Municipal Clerk read the notice indicating compliance with the Open Public Meetings Act: “Adequate notice of the time and place of this meeting was given under the provisions of the Open Public Meetings Act and was posted and sent to the officially designated newspapers in compliance with the law.” 
 
The Municipal Clerk read the Resolution for Executive Session: “Whereas, Section 8 of the Open Public Meetings Act permits the exclusion of the public from a meeting in certain circumstances; and whereas, this governing body is of the opinion that such circumstances presently exist, now, therefore, be it resolved by the Mayor and Council of the Borough of Point Pleasant Beach, County of Ocean and State of NJ, as follows: the public shall be excluded from discussions concerning the hereinafter specified subject matter; the general nature of the subject matter discussed is as follows: one personnel matter (union negotiations) and two potential litigation matters. It is anticipated that the subject matter discussed may be made public upon its conclusion or final disposition.” Motion by Councilman Toohey to enter Executive Session was seconded by Councilman Santanello and carried by roll call vote. The Governing Body reserves its right to amend and supplement the purposes of executive session by motion at the public meeting.

PROCLAMATION:
 
Mayor Reid presented a proclamation to the 2018 National Champion Point Pleasant Pirates Youth Cheerleading Program.
 
DEPARTMENT HEAD MEMOS:
 
Councilman Cortes: discussed ZO Petrillo’s memo regarding a curb cut request at  217 Philadelphia Ave. asked for 18' – ordinance says 16' and that's what's he and ZO Petrillo agree with – existing curb cut will be removed and a new one put in – ADDED AS 3J.
Councilman Cortes: discussed ZO Petrillo’s memo regarding a 10’ curb cut request at 303 New York Ave. (old curb cut has been removed and forms already set; BA/CFO Riehl: they signed a letter in June, acknowledging requirement for Council approval; Councilman Vogel: both properties are well into the construction stage) asked if building permit could be legally held until Council approves curb cut (Attorney Zabarsky: shouldn't get permit until approval is received, if that is the procedure – up to Building Dept.; Councilman Vogel: have denied one – have moved past Sandy builds and people getting back into their homes; Attorney Zabarsky: Construction Official should have a checklist; Councilman Migut: Attorney Riordan was discussing a procedure with ZO Petrillo last year; Councilman Santanello: suggested applicant should have to apply for a curb cut within a month of receiving the letter; BA/CFO Riehl: read the letter – encourages request for Council approval be submitted prior to construction; Councilman Toohey: asked BA/CFO Riehl to discuss process with the Building Dept.; Attorney Zabarsky: suggested curb cut requests be submitted while waiting the 2 weeks for the building permit; Councilman Toohey: will follow up with the Building Dept. about tightening it up) – recommends approval – ADDED AS 3K.
 
BA/CFO Riehl: are permitting for the Boston Ave. bulkhead reconstruction – has been Open Space Advisory Committee discussion about putting water access at that location – asked if Council would like to include permit for access at the same time (Councilman Cortes: asked BA/CFO Riehl if she has seen Engineer Savacool's proposed simple flat ramp, which would be built from the bulkhead onto Borough property – over the pipes – would not reach the first flood gate box; Mayor Reid: people around the lake don't want access – they would not be happy having that; Councilman Toohey: asked the implications of permitting it later; BA/CFO Riehl: explained that it is more cost-effective to include it now – won't be penalized if not done; Councilman Santanello: spent a lot to fix up the lake – is a fan of access; Mayor Reid: suggested including it now, then discussing it and meeting with the neighbors and executive board) – ADDED AS 3L.
 
COMMITTEE REPORTS:
 
Councilman Vogel: met with Building/Zoning officials – been struggling to get caught up after downtime from the Borough’s technology issues – ZO Petrillo has ordinances she'd like cleaned up – working with abandoned property ordinance to better identify properties; spoke with Memorial Day Parade organizers about Project Gold Star to remember those from PPB who died in line of duty – will work with PPBHS on Memorial Day service – will also work with Historical Society to remember, not only how they died, but how they lived; reminded all to call non-emergency Police number (732-892-0500) regarding problems around town, rather than posting on social media or texting Council, so dispatcher can get the right people out there; Shade Tree will plant 5 London Plane replacement trees on Broadway – is sponsoring a resident speaker program on April 10th at Borough Hall with Bruce Crawford from Rutgers Gardens about Landscaping in a Shore Community – full street tree inventory to be done in spring with Commission sending hazardous tree notices to property owners – starting a Class Tree Program for PPBHS graduating classes.
 
Councilman Cortes: recognized February employee anniversaries – Peter Andreyev 25 years, Mark Distelcamp 22, Bob Kowalewski 16, Andrew Meany 16, Chris Mosca 16, Mike Fioretti 25, Joe Gippetti 15, Matt Duffy 25; DPW lost 4 younger employees to higher paying job and 2 are out injured – garbage and recycling might be picked up a little later than normal, but they are out there hustling instead of advertising, have started contacting previous applicants; Engineer Savacool acquired a $410K grant for road improvements/Phase II of St. Louis from Atlantic to Newark, which will solve flooding at Washington, and a $210K grant to replace the  sidewalk from Baltimore Ave. to Ocean Ave,, along the parking lot – PPB is the only municipality to receive 2 grants – Curtis Ave. drainage project bids will be opened on the 14th – have had discussions with Engineer Savacool and Mayor Reid on what can be done at Lincoln Ave., whether it be putting in a bulkhead or fence or repairing the pipe – Arnold Ave. did not flood during the last 2 heavy storms – one problem area was Boston Ave., off Harvard, which always floods – Engineer Savacool will put costs together to upgrade valves; BA/CFO Riehl and a few DPW workers worked on the basement when most DPW workers did not show up – Councilman Kanitra texted him about it, so he and Councilman Kanitra helped – got a lot of garbage out of the basement and moved tubs over to the dry section – Engineer Savacool was there the next day to determine where to waterproof – will come up with a proposal to remove some stucco and put in new flashing up the building and over the top of the concrete roof, to make a safe, usable storage area.
 
Councilman Toohey: have gotten more rain this year than any on record – are problems areas throughout town – been talking to residents – a lot has to do with sub pumps; on January 21st, Police responded to a fire at St. Louis Ave. – the Godwins, owners of Point Lobster, lost their home – they are private, humble people who do a lot for the community – Saturday, February 9th, 10AM-6PM, is unofficially Point Lobster Day – asked all to shop there to support the family; asked BA/CFO Riehl for Budget Committee meeting prior to the February 19th Council meeting.
 
Councilman Migut: Animal Welfare Committee spring fundraiser at The Arc is being planned; Planning Board meets tomorrow on a 2-lot subdivision on River Ave.
 
Councilman Santanello: Mayor and Mrs. Reid attended the first Recreation Committee meeting of the year – town is purchasing more security cameras to monitor open spaces – asked Chief Michigan for one in the park (Councilman Vogel: asked BA/CFO Riehl to look at lights out in the park) – would like to hold Best Day 2019 on July 13th & 14th at Risden's/Jenkinson’s – Mayor Reid: will make a call (Councilman Toohey: need to get the word out)  – talked about getting a wheelchair swing – Mayor Reid will be looking for some donations – are committed to doing a much better job on Intercoastal Tug of War 2019, working with the businesses, PPBHS  band, etc. (Mayor Reid: last year was mostly handled by Manasquan in the beginning; Councilman Cortes: should look into portable bleachers; Councilman Migut stepped out briefly) – Bonfire 2019 is September 7th, 6PM-10PM at the Maryland Ave. Beach – Easter Egg Hunt is Saturday, April 13th – Committee has a Facebook page – looking for new summer camp counselor – looking at dance event under the stars at the band shell in the spring, with the help of the Fred Astaire Dance Studio – financial review showed an ending balance $9,300.00 higher than the previous year, thanks to money raised from the tug of war – concern that summer camp and rec basketball both lost money – will look into – asked Chief Michigan to discuss Spillman (Chief Michigan: went online today – a revamp of the entire Computer Aided Dispatch and Records Management Systems – have immediate access to County database, including other Police Departments – great benefit for officer safety – long time coming – lot of growing pains – should be ready by summer and will train seasonal officers; Mayor Reid: commended Chief for getting it approved) – working on goal to get all emergency services vehicles under cover (BA/CFO Riehl: there is a PO on agenda for 2 sheds – need to empty Seacoast Oil building in order to demo it – some things in it are not allowed to be stored outside – sheds will be permanent and are very affordable – Recycling Coordinator will no longer have to leave post when paint cans come in – have quote to demo Seacoast Oil – can come down this spring).
 
Mayor Reid: apologized for the rude, text he sent to Councilman Kanitra – was angry and said things he shouldn’t have said.
 
BA/CFO Riehl: expect to start Curtis Ave. work around March 4th; approval for 25 trash & recycling containers is on the agenda, due to complaints of cans blowing over in the parking lot – a permanent plastic structures with cans placed inside that will not tip – lifetime guarantee  (Councilman Cortes: glad they are plastic because the ones downtown leak and dent) want to replace them as well – in steps; had request from St. Peter’s parent to build and install a little library box in a tree stump at Pleasure Park (Mayor Reid: PPB has an amazing library; Councilman Toohey: people will want them all over the place if Council approves one in Pleasure Park – would have to decide whether and how many Council would want).

Councilman Cortes: asked why the Borough pays NJ American Water every year when the
Borouh services the 7 hydrants on Ocean Ave. (BA/CFO Riehl: were installed in the late 1990s at the Borough’s request when they were putting in a water line extension – Borough picked the location and signed an agreement – $4K/year – have never used them – NJ American Water said if Borough doesn’t want the hydrants, they can take them out; Councilman Vogel: would defer to the Fire Dept. but doesn’t think the information is fully accurate – part of insurance payment comes from ISO rating – a component of that is water flow/supply in high-risk areas – they support the bungalows and Boardwalk area – Borough provides them with an easement because they service Manasquan and Bay Head – have advantage of additional water not on the Borough’s main – cautioned Council do a little more research – risk rating can increase without them – may need to revisit the easement as part of the discussion).

Ordinance 2019-01 (Bond Ordinance for Acquisition of Pay Station Parking Machine System) was considered on second reading. Mayor Reid opened the public hearing with no member of the public wishing to be heard. Motion by Councilman Santanello to close the hearing and adopt Ordinance 2019-01 was seconded by Councilman Vogel and carried by roll call vote.

Dave Cavagnaro, PPB: asked about compensation for lights out from JCP&L; Boston & Arnold are very dry – system is working well – asked that Engineer Savacool look at Yale & Baltimore where streets and sidewalks were under water – Randall was also flooded, where the  County hasn't fixed the valve yet – Boston/Niblick bulkhead had stairs many year ago.
