Mayor Kanitra called the regular meeting to order at 7:29PM. The Municipal Clerk read the notice indicating compliance with the Open Public Meetings Act: “Adequate notice of the time and place of this meeting was given under the provisions of the Open Public Meetings Act and was posted and sent to the officially designated newspapers in compliance with the law.” Present were Councilmembers Vitale, Testa, Byrnes, Cortes, Pasola and Migut.

Mayor Kanitra: thanked and recognized the First Responders for keeping all safe during the pandemic – kept waiting for things to end – looking at an uptick – this might be with us for the foreseeable future – this is the appropriate time to say Thank You – pandemic started just as this administration was coming in – new Mayor and new Councilmembers – all had big plans and were faced with an unprecedented situation – probably the most difficult 2 years in the history of PPB – in the early days, were looking to contain COVID keep PPB safe – there were many unknowns – the town immediately looked toward our First Responders – all stepped up and put in tremendous hours – as COVID hit PPB, before vaccines and treatment protocols, he saw the First Aid vehicle going up and down Ocean Ave. constantly, responding to people who were sick and potentially contagious – exhibited bravery and put themselves in harm’s way time and time again – had to cancel a lot that makes PPB great last year – Seafood Festival, Tree Lighting Ceremony, etc. – it was soul sucking as a Council – saw unprecedented crowds last summer – everyone recognized how incredible PPB was and streaming in to get fresh air – people behaved inappropriately, which presented new challenges and a new wrinkle in how to deal with COVID – unauthorized beach party and other issues – all stepped up, did their jobs and helped keep the town safe – people coming out of this last winter were looking for a return to normalcy – First Responders played a huge roll – started bringing back the events and having huge crowds – has plaques for all – hopes they go in the various stations/houses to show how proud the Governing Body is of them and the work they’ve done, and so future generations will know what happened in PPB these last 2 years – read the plaques and asked for a representative from each to receive them and say a few words – noted that the Fire Dept. had their annual meeting tonight (Bob Norton, member of PPB Fire Company No. 2: accepted for OEM Coord. Dempsey, Ocean Fire Company No. 1 and PPB Fire Company No. 2 – said quite a few are sick with COVID – thanked all for the recognition, but they don’t do it for that – been at this since he was 16 years old – been a heck of a time – work with a lot of great people – appreciate the town’s support; Capt. Fioretti: accepted the plaque for the First Aid & Emergency Squad – she thanked Council for support during COVID, especially in helping obtain new cleaning measures, sanitation procedures and UV light – is still in use and are expecting a big spike after the holidays – thanked all members for doing a fantastic job – even though they are all vaccinated, they are continuing to put their lives and their families’ lives at risk every time they get on the ambulance; Chief Michigan: accepted for the Police – said it’s been a crazy 2 years – has worked here 27 years, through many storms including Sandy, which lasted for weeks – when COVID hit, thought it would only be a couple of weeks – are still talking about it, years later – presented a lot of challenges – had to learn to police differently and not interact with the public – a huge shift in policing – all did an outstanding job – could not be prouder of each and every one – is a life member of Ocean Fire Company No. 1 and past Chief, loves the Fire Companies and volunteer services – a brotherhood – will be back with the Fire Dept., as he will be retired from the Police Dept. effective January 1st – thanked everyone – it’s been a job of a lifetime – proud of what they’ve done – appreciates Council’s support – begged for their continued support – a fantastic group of guys – Capt. Kowalewski will do an outstanding job leading the PD into the future – wished all the best.
PROCLAMATIONS:
- Police Chief Joseph Michigan
Mayor Kanitra: said Chief Michigan embodies a hometown person’s level of caring and historical perspective – appreciated his leadership from the front – was always there during a big holiday or big event – worked long hours during the busiest times of the day, when all the craziness occurred – means a lot to him – he is the reason the town was kept safe, from the Police Dept. perspective, during COVID – all understand the vital role he played in one of PPB’s best summers – presented a proclamation to Chief Michigan (Councilman Vitale: for over 27 years, 4 as Chief, Chief Michigan has served the residents, families and businesses with honor and distinction – under his leadership, the PD has continued to grow and modernize – a testament to his passion and unwavering commitment to PPB – was fortunate to work closely with him, as liaison to the PD – together, they formed the Neighborhood Partnership Initiative, upgraded the camera system software, planned a Memorial Day Bike Parade and worked to notify Police Chiefs up and down the shore when their town was a destination for a pop-up party – thanked him personally for supporting these initiatives – on behalf of the town, extended sincere thanks and appreciation to him and his family as they begin this new chapter; Councilwoman Testa: it was an honor and privilege to work with him – always had an open door – is so proud of him and the PD – will always support the Police; Councilwoman Byrnes: thanked him – tough shoes to fill; Councilman Cortes: thanked him for his 27 years of service – was excellent for this town – wished him congratulations and an enjoyable retirement; Councilman Pasola: seems like yesterday he coached him in Little League – one of his best hitters – was Councilman when he was hired and Mayor when Canine Officer Axel was sworn in – thanked him for his dedication to the town – was an excellent Chief – no one in PPB supports the PD more than himself – thanked all the officers for a job well done and putting their lives on the line in these crazy times – is proud of them – will always support the PD – wished him luck – has a lot of confidence in Capt. Kowalewski, who will do excellent job – thanked the First Responders – so fortunate in PPB to still have volunteers – most other towns have paid drivers, First Aid and Firemen; Councilman Migut: they go way back to Fire Company days – a pleasure working with him – looks forward to working with him in the future – is sure he left a great legacy in the PD and they will remember what he has instilled in them for years to come – thanked him and wished him an enjoyable retirement.
Mayor Kanitra: his resume speaks for itself – from serving the Country to holding every position here in PPB that he could – thanked him on behalf of the town.
- Councilman (Mayor) Jack Pasola
Mayor Kanitra: Councilman (Mayor) Pasola accepted the very difficult task of coming in and making sure Council was not shorthanded during one of the most difficult issues this administration has tackled – are very grateful he took it as seriously as he did – looking forward to having him back on the Zoning Board, where he will be an even better member with all this new experience about where the administration is at and what is going on in Town Hall – is incredible that he was here when the Chief first joined the PD and is here now on his last day – a testament of his longevity of giving to the community – presented him a proclamation.
- Councilman Andy Cortes
Mayor Kanitra: we debate policy on the dais – policy is subjective – what isn’t subjective is hard work – on behalf of the Borough, thanked Councilman Cortes for always saying “yes” when the town has needed somebody to roll up their sleeves and go to work – together, he and Councilman Cortes have waded in Lake Louis and been on the back of recycling trucks – Andy has also put up Christmas decorations for years – his experience at Comcast has paid dividends to PPB with a host of utility issues – one of his greatest legacies will be his commitment to tackling the dozens upon dozens of curb cut requests over his 9 years, 3 different terms on Council – he goes out to each site, researches and weighs in with his recommendation – in recognition of this, he got him a memento, aside from the proclamation, that is not here tonight – it has the Borough seal on it and it says “Curb Cut Andy” – a huge badge of honor that he earned – presented him with a proclamation.
COMMITTEE REPORTS:
Councilman Cortes: the cell tower in the lake lot is down; the water project is north of Water St. – saw the gas company out there again – they hit another gas line and Water St. was evacuated, but all is safe; the Central Ave. project is up to Baltimore Ave.; on the agenda is a DPW replacement – had someone give 2 days’ notice – doesn’t sit well with him.
Councilman Pasola: publicly thanked CO Thulen and Board Secretary Mills – a week ago, he got a call from an elderly resident with health issues, whose sewer line was backed up – needed a permit to open the street and the process was taking forever – heard that they were in a motel room – it was an emergency – drove to Borough Hall and saw CO Thulen, who said they’d get to work on it immediately – he directed him to Board Secretary Mills and they worked on it right away – permit was issued the next day – a private company dug up the street and fixed the sewer system and they were in their house in 2 days – thanked them for a job well done; thanked Mayor Kanitra and Council for the opportunity – really enjoyed it and learned a lot, in speaking with the Code Enforcement and Building Dept. – thinks he will be a better Zoning Bd. member; is proud to be a PPB resident – have fabulous employees and dept. heads – great PD – will have a great new Chief; wished all a Merry Christmas Happy New Year.
Councilman Vitale: gave Capt. Kowalewski’s Police report – thanked Mayor and Council for their continued support and commitment to the PD – will be providing data and statistics and a year-end report in January – are continuing with the Statewide year-end Drive Sober or Get Pulled Over campaign – in the last 5 years, NJ has experienced more than 35,000 alcohol-involved crashes, resulting in 618 fatalities – this is a critical law enforcement program that can save lives during a time of year when social gatherings with alcohol increase the risk of impaired driving – in 2022, quarterly meetings are planned in collaboration with the Neighborhood Partnership Initiative, with Councilman Vitale and Det. O’Neill – are looking forward to hosting the Summer Youth Camp and Beach Town Hoedown, which focuses on bicycle safety – 24 Class II recruits are in the Ocean County Police Academy – are in the beginning stages of hiring Class I recruits for the 2022 season – are awaiting body worn cameras, which will be implemented immediately upon receipt – training has included Mandated Canine, Mandated SWAT In Service, Field, Officer and Juvenile Investigation – there were 12 various arrests – various summonses, 13 borough ordinances and 134 motor vehicle violations were issued – he and his staff remain committed to providing a high level of service to residents and visitors – the PD wishes everyone and their families a Very Merry Christmas and a Safe & Healthy New Year; the Recreation Committee’s Winter Wonderland last Sunday was a great event with about 300 attendees, snow machine, ice sculptor, pony rides and Santa Claus on the firetruck – thanked DPW for hanging lights and getting the park ready – someone ripped the lights down and they fixed it this morning; out of an abundance of caution, the Recreation Basketball program shut down last week and this week, due to the rising COVID cases in school – hope to resume the first week in January; 19 houses registered for the Holiday Lights Contest, the most ever – 1st Place Winner was 201 New York Ave., 2nd Place was 307 Boston Ave. – both received Joe Leone’s gift cards; provided cybersecurity training to Borough employees, as required by the Joint Insurance Fund; thanked DPW who have been tremendous throughout the year, Police for one of the best summers and always protecting residents, the Fire Dept. and EMT’s for volunteering their time to keep us safe and healthy, Borough employees for their hard work to keep the town running, specifically BA/CFO Riehl, Clerk Farrell, Deputy Clerk Mutter, Deputy Finance Officer Beno and Attorney Riordan for their work and support this year; been an honor sharing the dais with Councilman Pasola – such a prominent figure in PPB history – was a joy watching him in his old element – has reached out to him for help in certain situations where he thought, “What would Jack do?” – when he speaks, everybody listens and his information is always important – thanked him for his friendship and guidance the last few years – is sure he will be reaching out to him again; was equally an honor to serve alongside Councilman Cortes the last 2 years – starting out as a new Councilman can be overwhelming, but he was constantly giving him pointers and educating him – he is truly the hardest working Councilman – Council and the residents appreciate him – his shoes will be hard to fill – his stories about PPB are better than any history book – has learned so much listening to him, which is important in his role as Councilman – thanked him for his dedication to PPB for the last 9 years – hopes to have more occasions to sit and talk; wished all the residents a Happy Healthy Christmas and Happy New Year (Mayor Kanitra: looks forward to having him serve as Council President next year – thank Councilwoman Testa for her time as Council President – she did an extraordinary job during a difficult year – she knows what residents are thinking, is always available and does what is asked with a happy attitude, rivaled only by that of Councilwoman Byrnes).
Councilwoman Testa: been an honor and privilege being Council President – thanked Mayor Kanitra for asking her and giving her the opportunity – a beautiful experience – glad to be able to work for the people of PPB; got an email from Engineer Mele regarding FEMA – a lot that goes on behind the scenes that residents don’t know – team became compliant with the NFIP through recertification to get PPB current – a huge effort – paperwork was submitted on November 19th – just got word that PPB is in good standing – still a CRS rating of 6 – kept the 20% discount – outstanding – thanked him and his team (Mayor Kanitra: the fact that it is official means the worrying is over, but must do it every year); MAC will be having Health & Wellness Fair on Friday, teaming up with the Chamber, on January 7th, 1PM-4PM at PPB Fire Company No. 2 on Laurel – the Ocean County Health Dept. will be there with flu shots, boosters, blood pressure checks and bone density screening – will be teaming up with the Mental Health Association of NJ and the Senior, Recreation, Arts & Beautification Committees, talking about kids’ summer camp, starting a walking club, talking about music and art and gardening – will be something for everyone – the Green Team will be there and we will be kicking off the Mayor’s Wellness Campaign – more information will be coming out and will be in the Ocean Star; thanked the Arts Committee for their dedication throughout 2021 – a challenging year, but they made a huge impact, collaborating with Vintage Van Gogh on a children’s art program, with Melissa Hood on her 100 Shore Things project and with Mary Ellen Savage Design on a mural in Pleasure Park, worked on other murals, featured artists online, had online poetry and photography contests, had 2 Homegrown Fairs, had children’s summer music classes, collaborated on and designed the #pointmetothebeach has tag, spotlighted committee members and sponsored Sweater Weather; gave a huge thank you to Councilmen Pasola and Cortes – been a pleasure – wished all the best.
Councilwoman Byrnes: committees this year have been outstanding – thanked all for their generosity of time – Green Team has made super contributions – Golden Gulls are beginning to spread their wings – caroling to older residents this past Sunday was well received – on January 12th will be a bus trip to the casino in Bethlehem – can reach out to her for information; met with Capt. Kowalewski about the Golden Gulls initiative, Project ICE – looking forward to a beneficial collaboration; the Fire Dept. elected 2022 officers – all dedicated, qualified members – thanked Chief Wackowski, a fine leader and true gentleman; wished she had more time with Councilman Pasola, whose knowledge and wisdom are invaluable; will miss serving with Councilman Cortes – doesn’t know who else will go on a bucket truck in the rain at 5:30 a.m. – and he did it with a smile (Councilman Cortes: will still go on the bucket truck), are forever indebted to him; wished all a Merry Christmas and Peace and Joy in the New Year.
Councilman Migut: 19 years ago, Councilman Pasola, as Mayor, appointed him to the Planning Board – thanked him for that and for filling in here with his sage knowledge – it was an honor; the past 7 years working with Councilman Cortes has been a pleasure – his is a consummate gentleman, a plain-spoken man – he will miss him; thanked former Councilman Cavagnaro for being a diligent attendee of Council meetings – encouraged him to write more letters to the newspaper – on several occasions, they have affected his voting – he is a very persuasive writer – thanked him for his cookies too; wished everyone a Merry Christmas.
Attorney Riordan: recommended pulling item1y – thinks that needs to be reviewed first by Special Counsel.
ADMINISTRATOR’S REPORT:
BA/CFO Riehl: wished all a Happy, Healthy Holiday.

MAYOR’S REPORT:
Mayor Kanitra: in his 4 years as an elected official,this is the best Governing Body he has been part of – wishes they had more time – everyone’s strengths are coming out – everyone is working in concert – he saw it in what was a very difficult issue the last 2 Council meetings – is proud of everyone’s unique perspective – wants photos of this Council so he can frame it; asked all to vote for the opioid settlement resolution – there has been a nationwide issue with opioid companies – this is an opportunity for PPB to make back any monies expended on the crisis – could be 6 figures – the more towns that sign up, the more money there is; QOL O’Rourke alerted him that the Borough needs a photographer – asked BA/CFO Riehl to look into one to photograph Borough sites this coming year for the NJ Film Association – someone local but skilled (Councilman Migut: Seth Sloan is an amateur photographer) maybe we can talk to him – he is very talented; benches are coming in (BA/CFO Riehl: will probably be in a couple of weeks – they are nice – they have to Borough seal on them) QOL Dir. O’Rourke and Board Secretary Mills are working on a plaque program to monetize them a bit, staying away from bench ownership; Historic Preservation Grants were announced – QOL Dir. O’Rourke will be working on that; gave a year-end review: is proud of the pieces in place for a strong economic recovery – helped fill vacancies downtown and passed incentives for historic revitalization, secured $1M for Channel Dr. redevelopment – brought families back and the money they spend as well – parking revenue is up 30% – have new planters downtown, new benches coming in for the Inlet and parks, new bike racks – successfully planned and implemented the new playground for Pleasure Park, which children from all over the area are using – worked with Congressman Smith and our auditors to get $800K of Community Disaster Loan forgiveness – won a Statewide award for historic preservation initiatives – started a Senior Committee and watched it thrive with huge membership and events – overall, committees continue to grow – have new murals in town and window clings on the few vacant buildings – have new trees – have regular events – brought the Elks back home to the Seafood Festival and found a solution, as a Governing Body, where all parties benefited in a safe, incredible event – continued the town Bonfire – brought back the Grand Prix after it was cancelled for COVID – the Tug of War keeps growing – Tree Lighting has a dedicated location and new, beautiful, sustainable tree – secured funds for safer streets for pedestrians and motorists – updated signage – held multiple meetings with State and County officials for solutions for our roads – saved our flood rating and hundreds of dollars/home in the flood zone – scanned a massive amount of old documents, automated numerous applications – continue to shift operations into a more efficient and cost-effective direction – work is far from done – is incredibly proud of this past year – is looking forward to the Reorganization Meeting and talking about the even bigger and better vision for 2022 – thanked all on the dais, professionals and staff.

ORDINANCE:
Ordinance 2021-34 (Providing for Compliance with the Borough’s Affordable Housing Obligations) was considered on second reading. Mayor Kanitra opened the public hearing with no member of the public wishing to be heard. Motion by Councilman Migut to close the public hearing and adopt Ordinance 2021-34 was seconded by Councilman Cortes and carried by roll call vote.

PUBLIC PARTICIPATION BEGAN AT 8:32PM
Dave Cavagnaro, 118 Parkway, PPB: thanked Councilman Pasola for his service – reminiscent of what it was like when he was Mayor – well-spoken – defends the community well, especially with the last ordinance that was on the last 2 meetings; doesn’t know how the Beautification Committee will survive without Councilman Cortes – great job on Council – thanked him; wished all a Merry Christmas.
Councilman Cortes: was an honor to serve the residents for 9 years – had to vote in the Boro in 2012 when Sandy hit – wondered who would turn out – but it was great; enjoyed going up and overseeing the Boardwalk every day and the bathhouse, watching the construction there and reporting the BA/CFO Riehl – been a privilege to work with the best municipal employees that any town around would be proud to have – enjoyed being on Public Properties, Buildings and Grounds – is not a big fan of Comcast, but he started in cable in 1977 – was a big part of his life – always blue collar – always in the bucket – offered to put up lights downtown when he found out how much it cost – respects the DPW who are out there all the time – they are not recognized, but just like the Police, First Aid and Fire, they are in COVID, snow, rain, sleet – something we expect – we put out our pails and they pick them up – he may be leaving the dais, but is still in town – not saying “goodbye” but “see you later” (BA/CFO Riehl: asked him how he is with photography) he can operate a camera ( Mayor Kanitra: the best job in town is being a former elected official – have all the respect you earned from your time on the dais – everyone in the community still looks to you to fix things and for advice and you don’t have to deal with the bad stuff – in a lot of ways, those on the firing squad will envy him) will take a short break – may come and sit next to former Councilman Cavagnaro – never thought he’d get involved with politics, but he enjoyed.
Mary Steiner, PPB: was great working with Andy on Beautification – will mis him (Councilman Cortes: she has his number) suggested the Little Free Library be bigger – is utilized a lot).
