Council Meeting Minutes
Mayor Reid called the meeting to order at 7:30PM. Present were Councilmen Vogel, Cortes, Kanitra and Migut. Councilman Toohey arrived at 7:38PM. Councilman Santanello arrived at 7:41PM. Municipal Clerk read the notice indicating compliance with the Open Public Meetings Act: “Adequate notice of the time and place of this meeting was given under the provisions of the Open Public Meetings Act and was posted and sent to the officially designated newspapers in compliance with the law.”

Motion by Councilman Migut to approve the December 4, 2018 Council meeting minutes was seconded by Councilman Vogel and carried by roll call vote.

PROCLAMATIONS:
Mayor Reid presented proclamations to the following Point Pleasant Beach High School Varsity teams and Council congratulated them all:

PRESENTATIONS:
Geoff Brown, Intercoastal Tug of War Committee: presented a $13,291.62 check, half of the event’s proceeds, to the Governing Body (Mayor Reid: event went off without a hitch – will be even bigger and better next year) discussed possible bleachers, video screens and better communication, including bull horns, and additional heats next year (Councilman Santanello: invited him to reach out to the Recreation Committee for assistance next year).
David Russell, PPB: distributed copies of the new Point Pleasant Beach calendar, with photos and community information – intended to be hung up and used as a daily tool – worked with a company called Town Planner – funded by local business advertising – was mailed to all residents – thanked the Cultural Arts Committee for artwork.
COMMITTEE REPORTS:
Councilman Vogel: about a week and a half ago, had an onsite meeting with DOT and NJ Transit regarding the railroad crossing renovation and traffic light installation – tentative dates in the spring – crossing will be shut down for a week or so; National Flood Insurance Program is expiring with the budget – hopes Congress comes up with a long term solution – important for those with flood insurance that the program is funded and in place; wished all a Merry Christmas.
Councilman Cortes: his friend and former Councilman, Frank Rizzo, passed away peacefully last Friday – noted the funeral arrangements; St. Louis Ave. is progressing; Albert Marine is complete at Boston Ave. and the lake; Kiley and contractors milled one-third of Washington Ave. – are required to pave only the portion they disturb – maybe County can do the other two-thirds in the near future; Beautification Committee baked cookies for the municipal departments; $2K lake sign has been found safe and sound; a vehicle ran over the boat garden on Broadway; apologized for not hanging all the swag lights this year – Councilman Vogel was able to get a firetruck for him to use to hang one up, but it is not really conducive to that – town’s old bucket truck lost the controls in the bucket and that’s not safe, so others could not be hung; wished all a Merry Christmas and Happy New Year.
Councilman Kanitra: cigarette receptacles had heavy usage but many are broken – Environmental Commission spent their last $1,500 for 5 larger, indestructible ones – maybe can supplement in the next budget to cover the eastern part of town; County sent an important notice about a surplus of recyclable materials, as China is no longer buying them from other countries – normally, the County sells them and the municipalities get money back – will not be getting money back this year because the County lost $200K – County asked each town to try to increase recycling – vast majority of PPB businesses use private carters – will keep tabs on their reporting (BA/CFO Riehl: Ocean County did an inspection this summer – sent a list of who was compliant) must continue to encourage enforcement of ordinances, so cross-contamination does not happen; thanked BA/CFO Riehl for enabling an energy audit – the first in about 8 years – town will benefit greatly; Arts Committee will have a Halfway to Summer event February 2nd at Fire Company No 2 – showing the film Jaws – encouraged beach wear and blankets, etc.; spoke to incoming Fire Chief about their budget; he and BA/CFO Riehl have reached out a couple of times over the last couple of weeks to JCP&L on lights that are still out – have not received an update.
Councilman Toohey: no report.
Councilman Migut: thanked Mr. Cavagnaro for bringing Christmas cookies to the meeting; wished all Happy Holidays.
Councilman Santanello: attended a demonstration of the new parking meter boxes with BA/CFO Riehl, Chief Michigan and some DPW folks – much than the current ones and are American made – looking forward to getting them; announced the house decoration contest winners – Seickel family, 201 New York Ave. (1st), Thedford family, 412 Philadelphia (2nd), Umek family, 303 Atlantic (3rd) – pictures are on the town Facebook page – he thanked all who participated; gave Police report – Chief Michigan thanks Mayor and Council for their support and will provide them with a year-end report by the end of January – continuing the holiday enforcement campaign of Drive Sober or Get Pulled Over – on behalf of the Department, wished all a Merry Christmas and a Safe and Happy New Year; wasn’t supposed to be here tonight, but his knee replacement was postponed 3-4 months due to insurance company and doctor’s offices screwing everything up – healthcare system in US is broken – need single payer or Medicare for all – shame on anyone trying to take healthcare away from people with pre-existing conditions; wished all a Merry Christmas.
Mayor Reid: no report; thanked everyone – been a great year – looks forward to working with everyone next year.
BA/CFO Riehl: no report.
The Municipal Clerk announced revisions to the agenda (Councilman Kanitra: asked Clerk to send Safe Routes to School letter).
Engineer Savacool: wished all Merry Christmas, Happy Holidays, Happy New Year; (Councilman Toohey: stepped out briefly) reported unfortunate news that PPB water did not meet treatment requirements due to inaccurate testing by Henderson Labs, who is contracted by PPB – PPB gets water from BTMUA, which changes their disinfectant methodology during summer and when they are flushing – Henderson should have been testing for total chlorine and, instead, tested for free chlorine, so results came back outside DEP regulatory limits – results would not have been outside the limits if the right test was performed – Water Plant Operator Kevin Thompson corresponded with DEP, explaining the testing methodology error – was told that a Notice of Deficient Water must be provided to users – feels that is a disservice to the public because at no time was the water in the PPB system deficient in any way – that fact is backed up by accurate readings in the BTMUA plant – Henderson sent the results directly to the DEP and did not correspond with Mr. Thompson – if they had, they could have re-tested right away and everything would have been fine (Councilman Santanello: recommended a cover letter be sent with the notice; Mayor Reid: BA/CFO Riehl will do that) notice must be approved by the DEP before it goes out; outfall pipe should be completed in 2 weeks; attended the Army Corps of Engineers partnering session today for the beach fill project – PPB is still on schedule for Apr. & May – expressed PPB's concern and displeasure with the schedule, as a slip would be problematic for businesses and residents – the Corps and DEP expressed that this project needs to be completed prior to summer 2019 (Mayor Reid: bridge is a major issue, as work is behind – asked him to keep on top of it – must be cleared up before Memorial Day weekend; Councilman Toohey: asked how, from a communication or procedural standpoint, to prevent the water issue from happening again) was discussed with Henderson – any exceedances are to be immediately reported, so retest can be authorized or mistake acknowledged – believes PPB is on solid footing going forward (Councilman Vogel: asked if BTMUA and PPB test result logs could be made available to anyone who is concerned) is sure that could be done (Mayor Reid: letter and notice should be on web site) tier 2 noticing requirement – letter must go out to each user individually – cannot be combined with other mailings – and must be posted on the web site (Councilman Kanitra: Henderson Labs should pay for the mailing; BA/CFO Riehl: can appeal to them for that) working on St. Louis– urged contractor to ensure that Forman and Atlantic, by the Church, is cleaned up prior to holidays; tide boxes are in at Little Silver Lake; 43 Loughran Point Park plaques for lost fisherman will be installed in next couple of days – should look really nice.

Motion by Councilman Migut to close public participation and adopt Ordinance 2018-21A was seconded by Councilman Vogel and carried by roll call vote.
