The July 15, 2021 Regular Meeting of the Board of Adjustment opened at 7:30pm. The clerk read the notice of compliance with the “Open public meetings act.” Present were Board members: Mr. Kelly, Mr. Dixon, Secretary Schneider, Mr. Pasola, Mr. Davis, Ms. Villani, Mr. McGee and Chairman Struncius

2021-18 – Ashley Rose (Bleach Hair Salon) – 703 – 707 Arnold Avenue – Block 202; Lot 7- Applicant seeks a “D” use variance approval to operate a hair salon called “Bleach Hair Salon” in the GC Zone. All bulk variances are pre-existing.
John Jackson, attorney for applicant, reviewed application and circumstances that have occurred. Power Point Presentation entered as A3. Requesting to put a Hair Salon in the GC Zone where it is not a permitted use.
Ashley Rose, applicant, sworn, reviewed her business plan. The Board feels this space is well suited for a salon. The applicant has outgrown her present location and has a following. She believes a 100% of her clientele will follow her here to this location.
The applicant has 7 employees and is fully booked. She plans on having everyone working at one time which will increase foot traffic. A hair dresser sees 5 to 6 customers per day. The salon also accepts walk -ins. The applicant also has a retail section which specializes in a certain products that can not sold anywhere else (only can be sold in a salon). Ashley Rose stated that approximately 10% of her business is retail. The rear of the building has 5 rooms to accommodate an office and other beauty services. Retail and waiting area will be located in front of the store. Hours of operation will be seven days a week if this application is approved.
Robert Burdick, Professional Planner, credentials accepted reviewed the positives of the application for this area. He explained that this use had been removed by ordinance in the GC Zone. He believes this use is consistent with the zone. There are a dozen vacant stores at this time. Reviewed the Engineer’s letter and concerns. Believes this use with repeat customers and clientele base will advance the Master Plan by bringing foot traffic to the other stores on Arnold Avenue. Public parking will support this business. Believes this variance can be grated without detriment to the community. Ms. Villani believes that there is a saturation of Salons and believes that is why it is not now permitted in the zone.
Andrea Tuzzo- 708 Grove Street – Supports the business but questioned deliveries and the parking behind the building. John Jackson stated that parking is for employees. Ashley Rose commented that it is parking for her business and signage will be installed.
Brian Mehl – 708 Grove Street – also supports the business.
Deliberations
Kelly – Thinks this is a great location for the salon. Happy to see the place occupied.
Dixon – This building is narrow and long and perfect for a salon type business. I do wonder why it was removed as a use in this zone; probably saturation. Looks pretty good to me.
Schneider – I think it is a good fit; wishes the applicant success.
Pasola – I think it will be a great addition to the town and promote the general welfare. We need all the foot traffic we can get. I know you have a good following. I wish you a lot of luck.
McGee – I agree – the addition of the foot traffic will help promote business. I think it is a good fit because you are bringing an established business.
Davis – I want to start off with the irony of a hair salon being decided by bald men. The positives are increased foot traffic. This is a non-seasonal business which is very important for the downtown. I cannot find a single negative.
Villani – I agree with everyone here. My daughter is a hair stylist. Clients will follow their hair stylist and believe it will create foot traffic.
Struncius – Nothing I can add to this one
Motion by Mr. Pasola, second by Secretary Schneider to approve application #2021-18 of Ashley Rose d/b/a Bleach Hair Salon at 707 Arnold Avenue.
