Amendment #4 to Original State of Emergency dated 3-16-20
WHEREAS, on 3-23-20 the Borough of Point Pleasant Beach Inlet Parking Lot was closed due to people not observing or practicing social distancing and grossly disregarding the state wide restriction of group gathering and;
WHEREAS, in the State of Emergency dated March 16, 2020 the Borough of Point Pleasant Beach stated: No drop off of recycling will be permitted and;
WHEREAS, on 3-23-20, all rentals in the Borough of Point Pleasant Beach including AirBNB, VRBO, Home Way, and other vacation rentals whether on-line, in-person, by Realtor or Owner transaction will be suspended until May 1, 2020 and;
WHEREAS, on 4-09-20, all CO’s permitting rentals, of any duration, were suspended until further notice. No CO’s will issue, and no rental shall commence until further notice and;
WHEREAS, The State of New Jersey has closed the Police Academies in the State of New Jersey which the Borough of Point Pleasant Beach relies on for training their Class 1 and 2 Special Police Officers whom help to maintain the seasonal influx of people into the Borough of Point Pleasant Beach, along with providing extra man power to ensure the safety of both the residents of and visitors to the community and;
WHEREAS, The Governor of the State of New Jersey has issued Executive Order #133 which opens parks however, Picnic areas, playgrounds, exercise stations and equipment, chartered watercraft services and rentals, swimming, pavilions, restrooms, and other buildings and facilities, such as visitor centers, interpretive centers, and interior historical sites, shall remain closed at this time and;
WHEREAS Governor Murphy’s EO banning travel remains in effect, and
WHEREAS No one should be traveling because of the Governor’s travel ban.
NOW, THEREFORE, I, Paul M. Kanitra, Mayor, Borough of Point Pleasant Beach and I, Guy Dempsey, Emergency Management Coordinator, Borough of Point Pleasant Beach here-by DECLARE the following will go into effect immediately:
- No one who has violated the Governor’s travel ban will be permitted to use the reopened facilities, thus, at least until the Governor lifts the travel ban presently in effect only residents and taxpayers will be permitted to use the reopened facilities.
- Parks and athletic fields will be opened for non-organized activities by residents and taxpayers only. No team practices, or organized games will be allowed. Playground equipment will remain closed.
- The closure of the Inlet Parking Lot, issued on March 23, 2020, will be lifted on May 1st for residents and taxpayers only, with limiting parking to 50% of maximum capacity and prohibiting parking in undesignated areas; occupants must remain in their vehicles; no picnics; required social distancing to be practiced except with immediate family members, caretakers, household members, or romantic partners; and banning organized or contact activities or sports; and gatherings of any kind. No gatherings are permitted as directed by EO #107 from the Governor of the State of New Jersey which remains in effect.
- All other parking lots, east of Chicago Ave, both private and municipal will remain closed until further notice.
- Certificates of Occupancy will begin to be issued for new home purchases and new year-round rentals looking to establish long term residency only, as manpower and ability to conduct the required inspections allows. Penalties have been put in place for violations of the State of Emergency. No vacation rentals disguised as year-round will be tolerated. Short term vacation rentals will be assessed separately later in the month of May.
- May 1st will see the reopening of the Borough Recycling drop off center. Continue to practice social distancing when dropping off recyclables.
We will continue to work together with understanding and patience realizing that this event is continuously evolving and know that we the Mayor, Police Chief, OEM Coordinator and other Borough Officials are looking out for the overall health, safety, and welfare of all the residents and visitors of the Borough of Point Pleasant Beach.
This order shall take effect immediately May 1, 2020, and shall remain in effect, unless specifically stated, until such time it is determined by me an emergency no longer exists.
